Procurement Officer – Sourcing Strategy

Job Scope:

Responsible for end-to-end strategic sourcing operations, focusing on packaging materials and outsourced component manufacturing. This role drives cost optimization, supplier selection, contract negotiation, and international logistics/customs clearance to support ongoing factory production schedules

Key Accountabilities & Responsibilities

1. Strategic Sourcing & Supplier Management

• Identify, evaluate, and qualify potential suppliers for packaging materials (cartons, plastics, protective materials) and outsourced component manufacturing (machining, sub-assembly, specialized fabrication) both locally and overseas.
• Evaluate supplier proposals, technical capabilities, and commercial quotes to match project demands.
• Act as the main point of contact between internal stakeholders and external suppliers.

2. Commercial Negotiation & Contracting

• Lead price negotiations, payment terms, minimum order quantities (MOQs), and delivery lead times to maximizes cost savings and commercial benefits.
• Work closely with the Legal Department to draft, review, and execute vendor contracts that safeguard the company’s terms and minimize risks.

3. Execution, Import & Logistics

• Issue and track Purchase Orders (POs) to ensure on-time delivery of components and materials to the factory.
• Manage overseas shipping logistics and oversee complete customs clearance procedures for imported goods.
• Proactively resolve delivery delays, non-conformance issues, or supply chain bottlenecks.

4. Cross-Functional Collaboration

• Coordinate with all internal parties including Sale & Marketing, Design, Quality Control, Planning and Production teams to review Product drawings, specifications, and project timelines.

Qualifications & Requirements

• Education: Bachelor’s Degree in Engineering, Business Administration, Supply Chain Management, Law, Project Management, or any related field.

• Experience:

  • 3–5 years of proven experience in strategic sourcing or procurement.
  • Direct experience in packaging sourcing or component outsourcing is highly preferred.
  • Experience with overseas sourcing, import procedures, and customs clearance is a strong advantage.

• Key Skills:

  • Languages: Good command of English (strong reading and writing skills for business contracts and international communication).
  • Technical: Advanced proficiency in MS Excel (formulas, VLOOKUP, Pivot Tables, cost breakdown analysis) SAP must be a plus.
  • Competencies: Strong negotiation, problem-solving, and coordination skills with a systematic, result-oriented mindset
