Procurement Outsourcing Officer

About the role

Responsible for supporting the organization's labor contractor sourcing and external resource coordination requirements, by managing contractor accreditation, subcontract documentation, manpower deployment coordination, and contractor performance monitoring. This is to achieve timely availability of qualified project manpower, cost-efficient labor contracting, and uninterrupted project execution.

Key responsibilities

• Source and identify qualified labor contractors and subcontractors aligned with project manpower needs
• Manage contractor accreditation by evaluating capability documents, compliance, and references
• Maintain an up-to-date database of accredited contractors and manpower profiles
• Draft, process, and maintain labor subcontract agreements, service contracts, and supporting documents
• Coordinate deployment schedules and mobilization timelines with project teams and contractors
• Monitor workforce allocation and deployment status to ensure timely manpower supply on-site
• Track contractor performance, workforce quality, and adherence to service standards
• Coordinate with project teams to resolve site-level manpower shortages, disputes, and operational concerns
• Review and validate contractor billings, manpower attendance reports, and rates against contract terms
• Track contractor costs and manpower utilization to support budget monitoring and cost control

Qualifications:

• Bachelor's degree in Business Administration, Supply Chain Management, Human Resources, Industrial Engineering, Operations Management, or related field
• At least 1 year of relevant experience in subcontractor coordination, labor contracting, procurement support, workforce resource coordination, or project resource administration
• Knowledge of labor contractor sourcing, subcontractor coordination, and contractor accreditation processes
• Knowledge of manpower deployment coordination, workforce scheduling support, and contractor mobilization processes
• Good coordination and stakeholder management skills
• High attention to detail and ability to handle confidential contract and billing information
• Proficiency in Microsoft Excel and Microsoft Word
