Procurement Senior Specialist

Skills and Qualifications

• Bachelor’s degree preferably in Engineering, with knowledge in relevant field.
• Experience in procurement or related field preferred but not required.

Daily Tasks related to Tendering and Award Processing

• Review bidding documents and coordinate with Proponent for any other requirements.
• Coordinate with Proponent for procurement timeline, particularly for schedule of Site
• Inspection and Pre-bid Conference. Secure Authority to Bid (ATB).
• Prepare and issue invitation to bid to prospective bidders based on the requirement
• category, or to bidders endorsed by Proponent duly approved by Management.
• Facilitate virtual Site Inspection if needed.
• Facilitate Pre-Bid Conference and prepare Minutes of Meeting. Prepare Bid Bulletin for
• discussions made during the Pre-Bid for issuance to all bidders that attended.
• Prepare Bid Bulletins and Amendments, if necessary, in response to queries, concerns and clarifications, and issue to all bidders that submitted Letter of Intent (LOI).
• Facilitate opening of bids received with the presence of required groups in accordance with the policy.
• Endorse Technical proposals to Proponent and Bid Price Schedule to Finance representatives for evaluation.
• Prepare Bid Evaluation Report, Memo to ABEAC and PowerPoint presentation material for endorsement to the ABEAC. Or Collate and tabulate thru Award Endorsement (AE) all bids if non-ABEAC.
• Upon receipt of Secretary’s Certificate for award, prepare Notice of Award (NOA) for
• issuance to successful bidder, draft Contract for OGC review and for approval by NGCP officials and Contractor/Vendor.
• Prepare Purchase Order for payment purpose (not for issuance if there is a notarized
• Contract between NGCP and the Contractor/Vendor).
• For special/urgent projects, upon receipt of bidding documents, coordinate with the Proponent and check duly approved Procurement Justification Form (PJF), issue Invitation to Bid to prospective bidders based on category of the project requirement or to the particular vendor (for single source/proprietary) stated in the PJF, then proceed with other bidding processes or negotiation (for single source/proprietary) and corresponding documents for approval of award by the ABEAC.

Daily Tasks related to PO/Contract Change Management / Others:

• Process amendments and other contract changes coordinated by SSD as endorsed and recommended by the Proponent/EU
• Assist SSD in coordinating with proponent / Vendors / SSD regarding information and
• documents needed in evaluating the request for Amendment / VO / CTE.
• Validate price of items for request for amendments of issued Purchase Orders / Contracts.
• Prepare Amendment Memo / Supplementary PO for approved Variation Orders (VO) /
• Request for Amendment.
• Monitor routing for approval of Amendment Memo / Supplementary PO and issues them to the supplier once approved.
• Facilitates and assists in procurement process improvement initiatives as necessary.

Pay: Php25,000.00 - Php40,000.00 per month
