Procurement Specialist

About the role

Responsible for end-to-end management of the company's entire procurement process, both for project needs and operational company needs. Managing the procurement process from needs identification, vendor sourcing, quotation, tender, evaluation and negotiation, to PO/contract issuance and delivery monitoring. Ensuring the entire procurement process runs effectively, efficiently, transparently, and in accordance with company policies and procedures, while supporting cost optimisation, quality, and timeliness of procurement.

Key responsibilities

1. Manage the entire company procurement process end-to-end, for both project and operational needs
2. Receive and review Purchase Requisition (PR) or procurement requests from users and ensure needs and specifications are clear and complete
3. Determine appropriate procurement methods based on type, value, urgency, and characteristics of needs
4. Conduct sourcing and identification of vendors/suppliers suitable to company needs
5. Manage tender process, from document preparation, vendor search and invitation, tender document submission, clarification, bid evaluation, negotiation, to vendor recommendation
6. Request and compare quotations from vendors/suppliers and prepare comparative analysis
7. Conduct commercial evaluation and negotiate price, payment terms, lead time, warranty, and other commercial terms
8. Coordinate with users, Project, Engineering, Finance, Legal, and related functions in technical and commercial evaluation processes
9. Manage vendor relationships and database, including vendor assessment and vendor performance monitoring
10. Conduct market research and price bench marking to obtain competitive prices and commercial terms

About you

1. Minimum S1 education in Civil Engineering or related field
2. Minimum 3–5 years of experience in procurement, particularly in construction or engineering-based companies/projects
3. Experience managing end-to-end procurement processes
4. Experience in tender processes, including vendor sourcing, tender invitation, bid evaluation, clarification, negotiation, and vendor selection
5. Understanding of procurement for project needs and general/operational procurement
6. Understanding of goods and services procurement processes, including quotation, comparative analysis, PO, contracts, and delivery monitoring
7. Ability to read technical specifications, particularly related to civil/construction work and materials
8. Good negotiation and vendor management capabilities
9. Good analytical, problem-solving, coordination, and communication skills
10. Able to work independently with high ownership of the entire procurement process
