Job Title: Procurement Specialist

Job Summary:

The Procurement Specialist is responsible for sourcing, evaluating, and purchasing engineering equipment, construction materials (such as cement, steel, and piping), and specialized subcontracting services for infrastructure, power plant, and water conservancy projects. This role ensures all materials and services are procured at the most competitive commercial terms, meet technical specifications, and are delivered on time to avoid site disruptions.

Core Responsibilities

• Identifies, evaluates, and pre-qualifies local and international suppliers and subcontractors. Maintain and update the company’s approved vendor database;
• Reviews technical drawings and Bill of Quantities (BOQ) provided by engineering teams. Issue Requests for Quotations (RFQs), receive bids, and prepare commercial bid evaluations;
• Negotiates prices, payment terms, delivery schedules, and contract conditions with suppliers. Draft Purchase Orders (POs) and subcontract agreements in compliance with company policies;
• Works closely with the logistics team to track international shipments, clear inbound equipment through Philippine Customs, and ensure timely delivery to remote project sites;
• Coordinates with QA/QC and Engineering Departments to ensure that vendor submittals, material certifications, and technical specifications match project requirements;
• Tracks procurement budgets, monitor market price trends for major construction commodities (e.g., fuel, steel), and generate weekly/monthly procurement progress reports.

Qualifications & Requirements

• Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or a business-related field with strong technical exposure.
• A Registered Engineer (PRC License) is a significant advantage for reviewing technical submittals.
• Experience: 3 to 6 years of experience in procurement, material sourcing, or purchasing, with at least 2 years specifically within the heavy civil construction, renewable energy, or EPC project sectors in the Philippines.
• Technical Skills:
• Strong knowledge of local construction material markets, commercial trading terms, and supply chain processes.
• Proficiency in ERP software (such as SAP, Oracle, or corporate procurement platforms) and MS Excel.
• Familiarity with local commercial regulations, BIR tax compliance (e.g., VAT exemptions for specific energy projects), and customs procedures.
• Attributes & Working Conditions:
• Excellent negotiation, communication, and interpersonal skills.
• Ability to work effectively in a multicultural corporate environment, collaborating closely with foreign expats, local engineers, and external suppliers.
• Willingness to travel to various project sites across the Philippines for supplier audits or material inspections when required.

Pay: Php60,000.00 - Php70,000.00 per month
