Procurement Supervisor

CCN Construction Group delivers large-scale EPC and healthcare projects as both a contractor and investor. In 2022, CCN Holding established its Bucharest Branch Office to participate in hospital tenders in Romania and oversee awarded projects. CCN is currently executing the Dimitrie Gerota Emergency Hospital Project , SRU Iași (Spitalul Regional de Urgență Iași) , SRU Cluj (Spitalul Regional de Urgență Cluj) , and Children’s Hospital Cluj , while continuing to expand its international presence through major construction and healthcare investments.

We are looking for a Procurement Supervisor to join our project team for the SRU Iași (Spitalul Regional de Urgență Iași) Project in Romania. The successful candidate will be responsible for coordinating project procurement activities, supplier and subcontractor relations, commercial negotiations, and procurement planning in line with the project schedule, budget, technical requirements, and company procedures.

Qualifications

• Bachelor’s degree in Business Administration, Supply Chain Management, Civil Engineering, Industrial Engineering, Economics, or a related field.
• Minimum 7 years of relevant professional experience in procurement, sourcing, contract administration, or supply chain management.
• Proven procurement experience in large-scale construction, EPC, infrastructure, or healthcare projects.
• Experience in building construction projects, particularly hospitals, hotels, luxury residential developments, or similar high-specification projects, is required.
• Experience in procuring construction materials, MEP systems, equipment, services, and subcontractor packages is highly preferred.
• Strong knowledge of procurement processes, supplier management, contract administration, and commercial negotiations.
• Experience in preparing RFQs and RFPs, evaluating bids, and conducting commercial analyses.
• Knowledge of the Romanian construction market and local supplier and subcontractor network is highly preferred.
• Experience with ERP procurement systems, preferably IFS.
• Advanced proficiency in Microsoft Excel.
• Excellent command of English , both written and spoken.
• Strong analytical, negotiation, planning, communication, and problem-solving skills.
• Ability to work effectively with multidisciplinary and international project teams in a fast-paced environment.

Key Responsibilities

• Manage project procurement activities in accordance with the approved budget, procurement plan, project schedule, and company procedures.
• Coordinate procurement requirements with Site Management, Engineering, Planning, Cost Control, Contracts, and Finance teams.
• Source and evaluate local and international suppliers and subcontractors.
• Prepare RFQs and RFPs, analyze quotations, conduct commercial evaluations, and submit procurement recommendations for approval.
• Negotiate prices, payment terms, delivery conditions, warranties, and other commercial provisions.
• Ensure the timely procurement and delivery of materials, equipment, services, and subcontractor packages.
• Monitor purchase orders, contracts, supplier performance, delivery schedules, and contractual compliance.
• Conduct market research to identify alternative suppliers and cost-optimization opportunities.
• Prepare procurement reports, forecasts, and commercial analyses for Project Management.
• Maintain accurate procurement records and support the resolution of commercial, contractual, and delivery-related issues.

Preferred Qualifications

• Experience in large-scale EPC or design-and-build construction projects.
• Established knowledge of the Romanian supplier and subcontractor market.
• Experience in procuring architectural, structural, mechanical, electrical, or medical equipment-related packages.
• Experience in a multinational construction company or international project environment.
• Previous experience in supervising, coordinating, or mentoring procurement team members.
