Procurement Technical Specialist

• Reviews the Procurement Plan submitted by the End Users.

• Initiates sourcing to ensure continuity of service requirements.

• Ensures that the Request for Proposal (RFP), and Bid documents are configured to the requirements submitted by the End Users

• Facilitates pre-bid meetings and site inspections, when necessary.

• Obtains quotations/proposals and negotiates with the vendors the most advantageous terms and conditions and possible discounts.

• Analyzes commercial and technical proposals and prepares bid evaluation reports.

Conducts cost analysis and benchmarking to validate reasonableness of contractor and •supplier pricing.

• Negotiates the best payment terms and contract conditions.

• Generates purchase orders/Letter of Award for approval.

• Prepares and finalizes the contract using the established Contract templates (FIDIC, NEC

and etc.)

• Conducts pre-kick-off and kick-off meetings.

• Evaluates the performance of certain vendors as a basis in deciding whether or not to

continue engaging from them.

• Initiates the development, implementation and improvement of systems to support the

procurement process.

• Troubleshoots simple problems related to System, Applications, and Products (SAP),

Purchase Requisition (PR), and Purchase Order (PO) creation.

• Maintains detailed purchasing records, vendor files and PR/PO status.

• Prepares ManCom, Supply Chain Management (SCM) and other special reports

• Ensure coordination with the other disciplines and Department/Division as required.

• Performs other duties as assigned.
