JOB SUMMARY

We are seeking a qualified Mental Health Professional (QMHP) to serve as Program Administrator for a Residential Treatment Home serving adults with serious mental illness.

The administrator will oversee daily operations, supervise staff, coordinate resident services, maintain accurate records, and ensure compliance with applicable Oregon Health Authority requirements. We are looking for someone dependable, organized, and experienced in licensed mental-health residential care.

KEY RESPONSIBILITIES

• Oversee daily facility operations and compliance with applicable Oregon Administrative Rules and facility policies.
• Supervise staff and coordinate scheduling, orientation, training, and performance evaluations.
• Support person-centered care and protect residents’ rights, dignity, privacy, and independence.
• Coordinate screening, admissions, service planning, and discharge or transfer arrangements with the treatment team.
• Oversee medication procedures, Medication Administration Records (MARs), and medication storage within authorized responsibilities.
• Maintain facility, personnel, training, and resident records.
• Ensure timely incident reporting, mandatory abuse reporting, emergency preparedness, and safety practices.
• Communicate with the licensee, clinical providers, case managers, guardians, and oversight agencies as appropriate.
• Develop and update policies and prepare for licensing reviews.

REQUIRED QUALIFICATIONS

For this position, we require:

• Current QMHP certification or documented qualification as a QMHP under applicable Oregon requirements.
• Previous employment in an OHA-licensed mental-health residential facility serving adults diagnosed with serious mental illness.
• At least one year of qualifying clinical treatment experience OR at least two years of qualifying licensed residential care experience serving individuals diagnosed with serious mental illness.
• Documentation identifying the specific facilities, employment dates, duties, and population served.
• Ability to meet all applicable Program Administrator requirements under OAR 309-035-0125, including an approved background check and applicable exclusion-list requirements.
• Availability to perform administrative duties on site for at least 20 hours per week.
• Strong communication, organization, documentation, and staff-supervision skills.

PREFERRED EXPERIENCE

• Previous work as a program administrator, facility administrator, residential manager, or mental-health program supervisor.
• Experience with RTH, RTF, or SRTF operations, licensing reviews, medication documentation, and incident reporting.
