What they need

MTSI is seeking a Program Controls Scheduler to support a key joint development program. The Scheduler is responsible for creating, maintaining, reporting, and managing a comprehensive program schedule that captures planning and execution progress. The scheduler will develop timelines, identify resource conflicts, monitor progress, perform critical path analysis, and support multi‑service experimentation planning, resourcing, and execution.

The Scheduler is also responsible for coordinating and integrating multiple internal schedules, incorporating additional program office activities and events, and aligning external events such as military exercises. This position will capture and track contract processing progress, including projections of contract award, and may include limited controller‑type functions. The scheduler must understand Earned Value Management (EVM) concepts in order to assess spend plans and provide indications of program health.

Responsibilities

  • Capture planning details in the scheduling tool, including tasks, activities, deliverables, timelines, event‑level requirements, and levels of effort.
  • Ensure schedule structure aligns with government and industry best practices (GAO‑16‑89G, Schedule Assessment Guide).
  • Coordinate and integrate multiple program office schedules, incorporating internal program activities, contract processing milestones, projected contract award dates, and external events such as military exercises.
  • Assess spend plans and apply EVM concepts to provide leadership with indications of program health.
  • Prepare and present schedule updates to senior leadership, highlighting critical path concerns, schedule risks, and program status without overwhelming them with detail.
  • Engage with engineering, operations, logistics, and service stakeholders to collect planning data and maintain situational awareness across product development, capability deployment, and joint experimentation activities.
  • Coordinate information across geographically dispersed teams to maintain synchronization.
  • Identify and schedule resources to ensure balanced capacity and minimize conflicts across development, deployment, experimentation, and joint exercises.
  • Identify required systems, equipment, cloud/on‑prem resources, networks, and infrastructure needed to support experimentation, and integrate them into the IMS.
  • Identify and report cost and schedule risks; propose mitigation strategies beyond simple schedule adjustments.
  • Develop, integrate, and manage scheduling activities that comply with program or product requirements.
  • Perform schedule updates, recovery planning, and “what‑if” analysis for development, deployment, and event execution.
  • Monitor execution toward milestones, technical readiness criteria, integration timelines, and key events.
  • Support data collection and timeline interpretation for leadership briefs and program reviews.
  • Develop schedule metrics aligned with the Requirements Verification Traceability Matrix (RTVM) and recommend updates to improve program monitoring and reporting.

Required Experience

  • 18+ years of experience or master's degree and 10+ years of experience.
  • 5+ years of experience providing program management services within a PMO.
  • 3+ years of experience developing schedules within project management services.
  • Proficiency in Microsoft Project, Word, PowerPoint, Excel, Teams, JIRA, and related scheduling tools.
  • Experience developing and managing Earned Value Management Systems (EVMS).
  • Experience developing and applying Work Breakdown Structures (level 4).
  • Ability to learn and apply technical concepts, including integration environments and cloud/on‑prem resources.
  • Strong analytical, critical‑thinking, data‑mining, and communication skills.
  • Highly organized, self‑motivated, and able to coordinate across military, government civilian, and contractor personnel.

Desired Experience

  • Prior military or government experience in joint planning or technical operations.
  • Experience supporting or employing JFN, CJADC2, or other advanced joint C2/fires systems.

Required Education

  • Bachelor’s degree in engineering, computer science, operations research, national security studies, or a related field.
  • Master’s degree preferred.

Required Clearance

  • TS/SCI

The pay range for this position in is $130,000/year to $160,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location. Applications will be accepted on an ongoing basis. This posting will be renewed periodically until the position is filled.
