Job Type: Full-Time
Program: Residential Group Homes for Children and Youth

Position Summary

Shalva Haven, LLC is seeking an experienced, organized, and dependable Program Director to provide leadership and oversight for our residential group home programs serving children and youth.

The Program Director is responsible for ensuring that each home operates safely, professionally, and in accordance with Shalva Haven policies, Arizona licensing requirements, contractual expectations, and the individual needs of the youth in our care.

This is a leadership position requiring strong accountability, communication, problem-solving, staff management, and regulatory compliance skills. The Program Director works closely with upper management, House Managers, Direct Care Staff, placing agencies, case managers, schools, behavioral health providers, and other members of each youth's treatment team.

Key Responsibilities

The Program Director will:

  • Provide overall supervision and operational oversight of Shalva Haven residential programs.
  • Supervise, coach, and hold House Managers and other assigned leadership staff accountable for performance.
  • Ensure homes remain safe, clean, organized, appropriately staffed, and inspection-ready.
  • Monitor staffing schedules and ensure required staff-to-youth ratios are maintained.
  • Assist leadership with call-outs, staffing shortages, and emergency coverage when necessary.
  • Monitor staff attendance, overtime, training requirements, credentials, and performance.
  • Conduct routine and unannounced reviews of the homes and program operations.
  • Ensure youth receive appropriate supervision, structure, services, education, transportation, appointments, recreation, and daily programming.
  • Monitor youth admissions, discharges, service plans, monthly reports, incident reports, medication documentation, case notes, and other required records.
  • Ensure significant incidents are reported promptly and appropriately.
  • Review medication administration practices and address medication errors or documentation concerns.
  • Ensure medications, sharps, chemicals, confidential records, and other restricted items are properly secured.
  • Maintain professional communication with DCS, placing agencies, case managers, guardians, schools, behavioral health providers, law enforcement, and other community partners when appropriate.
  • Participate in CFTs, staffing meetings, licensing visits, investigations, inspections, and other program-related meetings as needed.
  • Ensure corrective actions are implemented when deficiencies are identified.
  • Identify staff performance concerns and work with upper management regarding coaching, corrective action, retraining, or other appropriate action.
  • Ensure employees maintain appropriate professional boundaries with youth.
  • Support trauma-informed, respectful, consistent, and developmentally appropriate care.
  • Ensure youth rights, confidentiality, mandatory reporting requirements, and company policies are followed.
  • Review program documentation for accuracy, completeness, and timely submission.
  • Assist with preparation for licensing, contract, and quality-assurance reviews.
  • Communicate significant program concerns to upper management promptly.
  • Help develop and improve policies, procedures, training, and systems as the organization grows.
  • Complete additional leadership and administrative responsibilities as assigned.

Leadership Expectations

The Program Director must be able to lead by example while maintaining clear professional boundaries and accountability. The individual selected for this position should be comfortable addressing difficult situations, correcting performance concerns, supporting staff during crises, and making decisions focused on the safety and well-being of youth.

The Program Director is expected to maintain consistent communication with management and respond appropriately to urgent situations involving staffing, youth safety, incidents, medication concerns, licensing, or program operations.

Minimum Qualifications

Candidates must possess:

  • Previous leadership or supervisory experience in residential care, child welfare, behavioral health, social services, human services, or a related setting.
  • Experience working with children or adolescents with behavioral, emotional, developmental, or trauma-related needs.
  • Current CPR/First Aid certification.
  • Valid Arizona Fingerprint Clearance Card.
  • Ability to successfully pass all required background checks.
  • Current CPI (Crisis Prevention and Intervention/Support) certification or ability to obtain and maintain required CPI certification prior to or upon employment.
  • Valid driver's license and ability to meet company transportation requirements.
  • Strong understanding of documentation, confidentiality, mandated reporting, professional boundaries, and youth safety.
  • Strong organizational and time-management skills.
  • Ability to supervise and hold employees accountable while maintaining a professional work environment.
  • Strong written and verbal communication skills.
  • Ability to manage multiple homes, priorities, deadlines, and urgent situations.
  • Ability to maintain all required training, certifications, credentials, and continuing education throughout employment.
  • Ability to work a flexible schedule and respond to program needs outside normal business hours when required.

Preferred Qualifications

Bachelor's degree in Social Work, Human Services, Psychology, Behavioral Health, Healthcare Administration, Business Administration, Criminal Justice, Education, or a related field preferred.

Previous experience in Arizona DCS-licensed residential care, congregate care, group homes, child welfare, or behavioral health programs is strongly preferred.

What We Are Looking For

Shalva Haven is looking for a leader who is consistent, accountable, professional, organized, solution-focused, and committed to quality care.

The ideal candidate understands that successful residential care requires more than managing a schedule. This position requires someone who can develop staff, maintain compliance, respond appropriately during challenging situations, identify problems before they become larger issues, and ensure that the needs and safety of every youth remain at the center of program operations.

Shalva Haven, LLC is an Equal Opportunity Employer.
