Substance Abuse Program Director Job Description

Reports To: Executive Director / CEO

Supervises: Clinical staff, counselors, support staff

Job Summary

The Substance Abuse Program Director is responsible for the overall management, administration, and quality of substance abuse treatment programs. This includes program development, clinical oversight, staff supervision, compliance with federal and state regulations, and ensuring the delivery of high-quality services to clients. The Program Director ensures the program meets regulatory, accreditation, and funding requirements while promoting evidence-based practices and positive client outcomes.

Key ResponsibilitiesProgram Leadership & Administration

• Develop, implement, and oversee substance abuse treatment programs and services.
• Ensure compliance with all applicable federal, state, and local regulations, including HIPAA and 42 CFR Part 2.
• Establish and monitor program goals, outcomes, and quality improvement initiatives.
• Prepare reports for funding agencies, accreditation bodies, and executive leadership.
• Manage program budgets and resources efficiently.

Clinical Oversight

• Supervise clinical staff, including counselors, therapists, and case managers.
• Ensure proper assessment, treatment planning, and documentation for all clients.
• Maintain high standards of clinical care and ethical practice.
• Monitor and evaluate treatment outcomes and client satisfaction.

Staff Management & Development

• Recruit, hire, train, and evaluate program staff.
• Provide ongoing supervision, performance evaluations, and professional development opportunities.
• Foster a positive, collaborative, and culturally competent work environment.

Compliance & Quality Assurance

• Implement and monitor policies and procedures to maintain regulatory compliance.
• Conduct internal audits and program reviews to identify areas for improvement.
• Address client grievances and staff performance issues in accordance with agency policies.
• Ensure documentation and reporting standards are consistently met.

Community & Stakeholder Engagement

• Build relationships with community organizations, referral sources, and funding agencies.
• Promote the program and participate in community outreach and education efforts.
• Represent the organization at meetings, conferences, and professional events.

Qualifications

Education:

• Master’s degree in Social Work, Counseling, Psychology, Public Health, or related field (required).
• Licensure in clinical counseling or social work (preferred).

Experience:

• Minimum 5 years of experience in substance abuse counseling or program management.
• Proven leadership and supervisory experience in a clinical or behavioral health setting.
• Knowledge of evidence-based practices in substance use disorder treatment.

Skills & Competencies:

• Strong leadership, organizational, and communication skills.
• Knowledge of regulatory requirements for substance abuse programs.
• Ability to manage budgets and program resources.
• Proficiency in electronic health records and reporting systems.
• Commitment to cultural competence, ethics, and client-centered care.

Working Conditions

• Full-time position; may require evening or weekend hours.
• Work is primarily in an office/clinical setting, with some community outreach and site visits.

Pay: $90,000.00 - $100,000.00 per year
