This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Information & Technology Manager based in Brazil. Take ownership of the technology-enabled systems that support effective program delivery, operational efficiency, and data-driven decision-making in an international development environment. As Program Information & Technology Manager, you will oversee the day-to-day administration and performance of a digital program management platform, ensuring that teams can access accurate, timely, and reliable information. You will coordinate user support, data quality monitoring, knowledge management, and system improvements while serving as the primary operational liaison with technology providers. Working closely with program leadership and functional teams, you will help streamline workflows, strengthen accountability, and improve visibility into program performance. This remote opportunity is suited to a technically minded professional who combines strong coordination skills with a practical understanding of information systems and business operations. Please note that this position is contingent upon the anticipated program contract being awarded.

Accountabilities As Program Information & Technology Manager, you will ensure that digital systems, reporting tools, and knowledge repositories effectively support program operations and stakeholder decision-making. In collaboration with program leadership, functional managers, and other team members, your responsibilities will include:

  • Platform Administration and User Support: Manage day-to-day platform operations, including user accounts, access permissions, onboarding, training, first-line support, routine troubleshooting, and communication with users regarding issue resolution.
  • System Performance and Data Quality: Monitor platform availability, data completeness and accuracy, audit trails, and routine quality assurance activities. Identify data quality issues and coordinate their resolution with responsible functional managers, escalating technical performance issues to the technology provider.
  • Performance Monitoring and Compliance: Track platform performance against established operational and contractual standards, and support system demonstrations, acceptance reviews, and audits.
  • Dashboards and Reporting: Support real-time dashboards and ad hoc reporting covering service requests, personnel, financial activities, procurement, deliverables, milestones, and other program performance indicators.
  • Knowledge Management: Support the centralized knowledge management system and deliverables repository, including user access, functionality, document uploads, and reporting compliance.
  • Repository Oversight: Coordinate with functional managers to address missing documentation, resolve compliance gaps, and support repository audits.
  • Technology Vendor Coordination: Serve as the primary operational contact for the technology provider and corporate IT teams, coordinating troubleshooting, issue escalation, and follow-up.
  • Requirements and System Enhancements: Document new functional requirements and feature requests, coordinate user acceptance testing, and support system enhancements and continuous improvement initiatives based on program and client needs.
  • Cross-Functional Collaboration: Translate operational requirements into clear technical requests and coordinate communication between program teams, business users, and technical specialists.
  • Documentation and Training: Maintain clear system documentation and provide practical guidance to users to encourage consistent adoption and effective use of digital tools.

Requirements The ideal candidate has a strong background in information systems administration, technology-enabled operations, or business process support, with the ability to bridge the needs of functional teams and technical providers. The following qualifications and skills are expected:

  • A bachelor's degree in information systems, information technology, public health, business administration, project management, international development, data management, management information systems, or a related field.
  • An advanced degree or relevant professional certification is preferred.
  • Three to five years of relevant experience administering or supporting service delivery platforms, CRM or ERP systems, workflow management tools, or similar technology-enabled systems.
  • Demonstrated experience supporting or coordinating the implementation of systems used for workflows, dashboards, reporting, document management, financial information, workforce data, or related business processes.
  • Experience collaborating with technology vendors, developers, corporate IT teams, and functional users to coordinate troubleshooting, system enhancements, releases, and technical requirements.
  • Practical knowledge of system administration, user access management, data quality assurance, dashboards and reporting, document repositories, user training, and help desk or customer support.
  • Strong project coordination, analytical, organizational, and problem-solving skills, with the ability to manage competing priorities across technical and functional teams.
  • Ability to translate operational and business requirements into actionable technical requests and explain system functionality clearly to end users.
  • Technical familiarity with web application technologies and cloud-based systems, including AWS.
  • Excellent written and verbal communication skills in English.
  • Ability to work effectively across countries, cultures, and time zones in a remote environment.
  • Eligibility to work without visa sponsorship, as sponsorship is not offered for this position.

Benefits

  • Full-time opportunity: Full-time position focused on technology-enabled program operations and information management.
  • Cross-functional collaboration: Work directly with program leadership, functional managers, corporate IT, and technology providers.
  • Operational impact: Help improve program accountability, data quality, reporting, and evidence-based decision-making.
  • Systems ownership: Take responsibility for platform administration, user support, knowledge management, and continuous improvement.
  • Professional development: Gain experience coordinating system enhancements, user acceptance testing, reporting solutions, and cloud-based technology operations.
  • Important hiring condition: The position is contingent upon the award of the anticipated contract.
