Program Management Senior Officer

The Program Management and Analytics (PMA) team strengthens the Program Operations Group by integrating project management discipline with analytics, data storytelling, and insights. PMA ensures that programs are delivered with precision, consistency, and strategic alignment while also generating intelligence that supports decision-making, continuous improvement, and organizational learning.

Job Profile

The Program Management Senior Officer provides senior-level PMO support to Program Operations by orchestrating governance processes, portfolio tracking, demand management execution, and performance reporting across multiple programs.

This role operates with a high degree of autonomy and judgment, supporting the PMA Manager in enforcing standards, coordinating governance checkpoints, synthesizing execution insights, and mentoring junior PMO staff. The Senior Officer does not manage program implementation directly, but ensures that program delivery is mission-aligned, sustainable, and decision-ready.

MAIN ROLES & RESPONSIBILITIES

PMO Governance and Portfolio Coordination

• Coordinate project and program governance processes, including phase gates, milestone readiness checks, and escalation forums.
• Maintain portfolio-level visibility of project status, risks, issues, and dependencies.
• Support the enforcement of PMA standards, tools, and templates across assigned programs.

Demand Management Support

• Support execution of the demand management process by validating completeness, readiness, and documentation of requests.
• Assist in portfolio prioritization analysis based on capacity, sequencing, and strategic alignment.

Execution Monitoring and Reporting

• Prepare and consolidate execution dashboards, status reports, and portfolio summaries.
• Synthesize execution trends, risks, and emerging issues for PMA Manager and Operations leadership.

Continuous Improvement and Learning

• Identify recurring execution challenges and propose process or standards improvements
• Document lessons learned, governance insights, and execution patterns for organizational learning.

Coaching and Coordination

• Provide technical guidance to Program Management Officers (Officer level).
• Coordinate closely with Analytics Officers to ensure reporting and dashboards reflect execution realities.

Support Functions:

• If needed, may act as representative of the PMA Manager to meetings, functions, and other activities.
• Offers essential support to the PMA Manager, functioning as both a complementary and supplementary arm in program operations and support.

JOB QUALIFICATIONS

Education Requirement: A graduate degree in a relevant field such as Industrial Engineering, Public Administration, Social Work, Development Studies, Business Administration, or related discipline.

Years of Relevant Experience: At least 3 to 5 years of work experience in social development. Specifically in the areas of business intelligence, research and analytics, and development project management.

Required License or Certification: Certifications in Development Project Management, Data Analytics/ Data Science Certifications, or related.
