About HSEF and CCR REN

The Central California Rural Regional Energy Network (CCR REN) supports an equitable and affordable clean energy transition across underserved communities in 14 counties spanning the Central Coast, Central Valley, and Eastern Sierra, through trusted partnerships and regional collaboration. CCR REN is administered by the County of San Luis Obispo. High Sierra Energy Foundation (HSEF) is a CCR REN partner organization and serves as the program lead for the Codes & Standards (C&S) Program. This position is employed by HSEF.

The C&S Program works with approximately 96 authorities having jurisdiction (AHJs), local governments, and building professionals to improve implementation, compliance, and enforcement of California’s Title 24 Energy Code and CALGreen. The program complements existing utility and statewide offerings by providing locally focused support, including targeted training and continuing education, personalized code coaching, technical resources, and policy support. These efforts help strengthen local capacity, improve building design and construction, and reduce energy use through increased compliance.

About the Role

HSEF is seeking an experienced and collaborative Program Manager to lead the delivery and ongoing development of CCR REN’s C&S Program across the full service region and support broader organizational and strategic initiatives, as assigned. The Program Manager will coordinate with local government building and planning departments, building professionals, CCR REN partners, consultants, state agencies, and other energy-efficiency stakeholders. The position will be responsible for program strategy and implementation, project management, training coordination, stakeholder engagement, policy coordination, staff and consultant oversight, and budget administration. The Program Manager will serve as the primary point of contact and relationship manager for CCR REN’s Central Valley communities, with a particular focus on building and maintaining strong relationships with local government building departments, conducting regular outreach and in-person engagement, and increasing awareness, participation, and adoption of CCR REN’s no-cost program services.

The ideal candidate is a strong relationship builder and communicator who can translate California energy-code requirements and policy developments into practical resources and solutions for local jurisdictions and the design and construction community. The successful candidate will be comfortable managing complex, multi-stakeholder initiatives, working independently, and adapting to changing regulatory, funding, and community needs.

  • Track program performance, oversee data collection and reporting, and identify and implement improvements.
  • Monitor changes in energy codes, building standards, legislation, regulations, and energy-efficiency policy and assess their implications for program activities.
  • Perform other duties as assigned in support of HSEF and CCR REN priorities.
