Job Summary

We are seeking an experienced Program Manager with strong knowledge of DTC (Depository Trust Company) / DTCC (Depository Trust & Clearing Corporation) operations and banking or capital markets transformation initiatives.

The ideal candidate will have experience managing complex, cross-functional programs involving securities clearing and settlement, post-trade processing, regulatory compliance, and technology transformation within financial institutions.

The Program Manager will be responsible for overseeing program planning, execution, governance, stakeholder management, risk mitigation, and delivery across business and technology teams.

Candidates with experience supporting DTCC-related regulatory changes, securities settlement modernization, or capital markets initiatives will be highly valued.

Key Responsibilities

• Lead end-to-end program management for DTC/DTCC-related banking and capital markets initiatives.

• Develop and manage program roadmaps, project plans, milestones, dependencies, budgets, and resource allocation.

• Coordinate cross-functional teams across operations, technology, compliance, risk, and business stakeholders.

• Manage initiatives involving securities clearing, settlement, custody, reconciliation, and post-trade processing.

• Drive implementation of regulatory, operational, and technology changes impacting DTCC/DTC processes.

• Oversee program governance, steering committee meetings, executive reporting, RAID logs, and escalation management.

• Partner with business and technology leaders to define requirements, assess impacts, and drive solution delivery.

• Manage system integration, testing, UAT, implementation readiness, and production deployment.

• Identify and mitigate program risks, issues, dependencies, and delivery challenges.

• Ensure adherence to internal controls, regulatory requirements, and banking industry standards.

• Manage third-party vendors, technology partners, and external stakeholder dependencies.

• Track program KPIs, delivery progress, financials, and outcomes while ensuring alignment with business objectives.

Required Qualifications

• 8+ years of experience in program or project management within banking, financial services, or capital markets.

• Demonstrated experience managing DTC/DTCC-related initiatives or securities post-trade transformation programs.

• Strong understanding of securities clearing, settlement, custody, and reconciliation processes.

• Experience leading large-scale, cross-functional business and technology programs.

• Proven ability to manage senior stakeholders, executive communications, and program governance.

• Experience with risk management, issue resolution, dependency tracking, and regulatory-driven delivery.

• Strong communication, leadership, organizational, and problem-solving skills.

Preferred Qualifications

• Experience with DTCC, DTC, NSCC, or other securities market infrastructure initiatives.

• Exposure to T+1 settlement, settlement optimization, or securities settlement modernization.

• Experience in capital markets operations, broker-dealer operations, custody, or institutional banking.

• Familiarity with regulatory change management and financial services compliance initiatives.

• PMP, PgMP, or other relevant program management certification.

• Experience working with Agile, Waterfall, or hybrid delivery methodologies.

Ideal Candidate Profile

The ideal candidate is a hands-on Program Manager who combines strong banking domain knowledge with proven program delivery experience. Candidates should be comfortable working with business executives, technology teams, operations leaders, and regulatory stakeholders to deliver complex DTC/DTCC-related initiatives.
