Role Summary:
Lead the strategic oversight, governance, and execution excellence of global program portfolios. Establish and enforce enterprise-wide standards, methodologies, and milestone rigor for complex transportation infrastructure and technology programs.

What Youll Do:

• Define and implement standardized PMO frameworks (Agile, Waterfall, Lean Six Sigma) across programs and regions
• Establish and govern milestone frameworks, technical gates, and approval processes
• Drive transparent milestone reporting and data-driven executive insights
• Lead project intake, prioritization, and funding processes aligned with strategic objectives
• Oversee Earned Value Management (EVM), SPI, and CPI across programs
• Govern Cost of Quality (COQ) and Cost of Poor Quality (COPQ) models
• Analyze and report on COPQ drivers and integrate risk management into program lifecycles
• Optimize PMO tools and platforms for improved predictability and reporting
• Lead, mentor, and coach Program Managers, fostering a culture of ownership and continuous improvement
• Conduct program health reviews, capacity planning, and succession planning
• Serve as senior escalation authority for milestone, quality, or high-risk issues
• Interface with executive leadership and government or transit-agency customers
• Ensure contractual compliance and lead milestone-based discussions with customers
• Partner with internal teams for seamless program transitions and quality outcomes

What We re Looking For (Must-Haves):

• Minimum 12 to 15 years in program management, with 5+ years in a senior PMO or portfolio leadership role
• Experience with large-scale, multi-year infrastructure or mission-critical technology programs
• Bachelor s degree in engineering (Electrical/Electronic preferred)
• Active PMP certification
• Proven success managing complex system integrations and multi-vendor environments
• Strong understanding of quality systems, milestone-based contracts, and risk-driven execution models
• Ability to influence C-suite stakeholders, government customers, and cross-functional leaders
• Expert capability in financial modeling, risk quantification, milestone forecasting, and quality cost analysis

Good to Have (Optional - only if mentioned):

• MBA or advanced degree
• PgMP, Lean Six Sigma Black Belt, or equivalent quality certifications
• Experience in regulated environments

Qualifications:
Bachelor s degree in engineering (Electrical/Electronic preferred); MBA or advanced degree strongly preferred; Active PMP certification required; PgMP, Lean Six Sigma Black Belt, or equivalent quality certifications highly desirable
