Program Manager

Job Summary
We are seeking a dynamic and highly organized Program Manager to join our team to provide support to the US Department of State's Passport HQ. This vital role leads the delivery of professional support services for the Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT), helping teams work together to meet mission goals and provide high-quality support. This role coordinates program activities, oversees staffing and resource planning, monitors budgets, schedules, milestones, and risks, and keeps leadership informed through clear communications and regular progress reports. The Program Manager also guides the development and implementation of program management, staffing, communications, and quality plans while encouraging collaboration, continuous improvement, and the use of proven management practices to support efficient, consistent service delivery.

Responsibilities

• Coordinate program activities to support CA/PPT operational priorities, strategic initiatives, and mission objectives.
• Develop and maintain program plans, roadmaps, schedules, milestones, and resource plans.
• Monitor program budgets, resource utilization, risks, issues, and deliverables.
• Develop and implement program management, staffing, communications, and quality plans.
• Maintain ongoing communication with Government stakeholders and program leadership.
• Prepare and submit monthly program status reports covering progress, risks, milestones, and performance.
• Identify risks and performance issues and coordinate mitigation strategies and corrective actions.
• Apply program management best practices, including relevant ISO and Scaled Agile Framework (SAFe) practices.
• Monitor deliverable quality, timeliness, and alignment with CA/PPT requirements.
• Support staffing, personnel onboarding, workforce development, and continuity of services.
• Qualifications
• At least 8 years of experience as a Program Manager
• A Masters Degree in a related field or 12 years experience
• PMP Certification
• Knowledge of program management, including strategic planning, roadmaps, resource allocation, budget monitoring, risk management, and performance reporting.Ability to develop and implement program management, staffing, communications, and quality plans.
• Ability to coordinate multiple projects, stakeholders, and program activities.
• Experience or demonstrated capability in monitoring schedules, milestones, deliverables, and corrective actions.
• Ability to prepare clear management reports and communicate program status, risks, and issues.Familiarity with program management best practices, including ISO and Scaled Agile Framework (SAFe) methods.Proficiency with applicable Microsoft Office tools, including Outlook, Teams, Word, PowerPoint, Excel, Project, Visio, and Power BI.
• Active SECRET clearance.

Pay: $140,000.00 - $180,000.00 per year
