Program Manager, Enterprise AI Platform - China (Contract)

• End-to-end delivery of the phased program plan, from initial cloud provisioning and test environment stand-up through model evaluation, architecture build-out, and production deployment, tracked against agreed milestone and go-live targets.
• Manage required regulatory filings end to end, including engaging a qualified filing agent at kickoff and keeping the multi-week process moving without it becoming a blocker to later milestones.
• Own the data security and privacy compliance review for the China deployment, and document the certification level required against current posture.
• Provision and configure China cloud infrastructure, including network isolation, encryption with keys held outside China, and government disclosure notification clauses in every cloud contract.
• Run parallel evaluation of China-approved language models against a pass or fail quality threshold defined jointly with the US-based technical product owner.
• Document and maintain the data-protected architecture, identity federation design, and supporting server build-out, confirming that none of it requires changes to the core platform codebase.
• Own day-to-day program management for the China workstream, tracking deliverables, milestones, and cross-workstream dependencies, and maintaining a current deliverables log with documented rationale and flagged downstream dependencies.
• Maintain program-level risk and issue tracking for the workstream, surfacing blockers with recommended mitigations and escalation paths rather than status alone, and escalating any high-rated risk promptly to the China country lead and US program representative.
• Chair local steering committee touchpoints and prepare status materials; support the workstream lead in communicating status, decisions required, and launch readiness to program and executive sponsors.
• Coordinate with IDC's legal team and outside counsel on regulatory review, and support export control review with a clean, well-documented test structure.
• Leverage AI-enabled tools and modern project management platforms to manage program visibility, automate routine reporting, and improve workstream coordination at scale. What Success Looks Like
• Required regulatory filings in-flight or approved with no blocking issues by the agreed gate.
• A production-ready China cloud environment, validated ahead of go-live.
• Model evaluation results program leadership can rely on, because the threshold was agreed before testing began.
• A steering committee that never learns about a high-rated risk after the fact. What You Bring Required
• Bilingual in Mandarin and English, with the ability to operate comfortably across both IDC's China operations and program leadership abroad.
• Fluent in the productivity and collaboration tools standard in Chinese enterprises (e.g., WeCom, Feishu, DingTalk), and able to operate a dual-toolchain workflow bridging China-native tools with the program's US-facing platforms (Microsoft 365, Asana/Monday/Jira).
• Significant experience in technology implementation, including several years leading cross-border China deployments.
• Hands-on experience with China regulatory filings and working knowledge of relevant China data security classification standards.
• Prior budget responsibility on a comparable engagement.
• Hands-on experience with China-based cloud infrastructure, including network isolation, segmentation, and encryption key management. Preferred
• Experience integrating enterprise platforms with China-approved large language model APIs.
• Familiarity with architectures designed to prevent raw data transmission to model providers.
• China data-security and cross-border data-transfer assessment experience, including coordination with outside legal counsel.
• Experience in commercial operations or transformation program management, with exposure to multi-workstream programs under compressed timelines and senior stakeholder visibility.
• Experience working with or alongside external strategy partners in a program execution capacity.
