Position Qualification Requirements

• Master’s degree in Business, Public Administration, Human Resources, or related field.
• PMP or equivalent certification preferred
• Minimum of 10+ years managing federal HR or law enforcement consulting projects.
• Minimum of 5+ years in program management.
• Must have demonstrated experience supporting federal HR, federal law enforcement, or federal workforce modernization projects of similar size and complexity.
• Must have experience leading multidisciplinary teams and coordinating with federal stakeholders.

Responsibilities

• Oversee administration and supervision of all Contractor employees.
• Identify all required events and the duration of tasks leading up to deliverables as specified in the contract and the PWS.
• Evaluate and report to Secret Service personnel on the status of program schedule risks, and formulate risk management plans to eliminate or reduce such risks.
• Be prepared at all times to present and discuss with Secret Service personnel the status of all requirements, deliverables, problems, and the overall master schedule.
• Ensure the stability and continuity of the workforce for uninterrupted performance of all contract tasks.

Focus of the Required Work

Serve as the Program Manager in support of a requirement for a Federal Law Enforcement organization which is adapting to evolving operational demands and workforce expectations and experiencing a need for a modernized career progression framework that offers greater flexibility, mobility, and professional development for Special Agents, Technical Law Enforcement personnel, and Uniformed Police officers. This initiative will comprehensively assess current career progression policies and practices, conduct workforce data analysis, engage job incumbents and leadership for input, and benchmark against comparable career models to identify best practices. Key deliverables will include career progression recommendations and models for the three career tracks; the creation or modernization of supporting career progression tools; and documents that support implementation, including an implementation roadmap, change management approach, communication considerations, and training/support materials.
