Program Manager – Implementation & Evaluation

Background

The vision of Greater Newark Health Care Coalition (GNHCC) is for all residents of Newark, East Orange, and Irvington to have a fair and just opportunity to attain their highest level of health. GNHCC is also one of four not-for-profit regional health hubs (RHHs) in New Jersey working with both clinical and social service providers to improve patient care and outcomes for Medicaid beneficiaries. In furtherance of this vision, and role as an RHH, GNHCC plays four key roles: convenes community stakeholders, collects and analyzes data, pilot programs, and advances advocacy and policy.

Position Summary

The Program Manager for Program Implementation & Evaluation will lead the design, execution, and assessment of innovative programs that advance GNHCC’s mission. This role ensures that initiatives are implemented effectively, evaluated rigorously, and aligned with strategic priorities to improve health outcomes in the community.

Key Responsibilities

Program Implementation & Evaluation (Innovative Solutions):

• Coordinate implementation of innovative pilot programs and interventions aligned with GNHCC’s strategic priorities.
• Develop and maintain evaluation frameworks to measure program impact and outcomes.
• Facilitate knowledge sharing and best practices across organizational pillars.
• Ensure program activities comply with grant requirements and organizational standards.
• Collaborate with internal teams and external partners to integrate evidence-based practices.
• Prepare reports and presentations on program performance for leadership and stakeholders.

Core Competencies & Qualifications:

• Master’s degree in Public Health, Social Work, Program Evaluation or Applied Research, Nonprofit Management, Community Development or related field.
• 3+ years of experience in program management, evaluation, implementation or health-related initiatives.
• Proven experience with program evaluation methodologies and data-driven decision-making.
• Strong analytic skills for interpreting data and translating findings into actionable improvements.
• Excellent project management skills, communication and collaboration abilities.
• Ability to design and execute health programs and interventions from concept to completion.
• Proficiency in developing and applying evaluation frameworks, logic models, and performance metrics.
• Strong time management, resources, and stakeholder management.
• Ability to manage multiple projects simultaneously.
• Commitment to equity and inclusion in health care and continuous quality improvement based on evaluation results.

In compliance with New Jersey's Pay Transparency Act, the total compensation range for this position is USD $60,000.00 to USD $110,000.00.  When determining an offer, GNHCC considers factors such as the scope and responsibilities of the role, the candidate's work experience, education/training, relevant skills, internal pay equity, and market and organizational conditions. The total compensation range reflects the total package, including base salary, overtime, bonuses, add-on incentives, special clinical compensation, retirement plans, and all other benefits.

Pay: $60,000.00 - $110,000.00 per year
