Job Summary
MARTAC Systems, Inc. is seeking an experienced, results-driven Program Manager to oversee the planning, execution, and delivery of assigned programs supporting the development, manufacturing, integration, testing, and delivery of unmanned maritime systems.
The Program Manager will manage multiple programs from contract award through final delivery, ensuring contractual requirements, schedules, budgets, quality standards, and customer commitments are met.
This is a hands-on position requiring close coordination with Engineering, Manufacturing, Supply Chain, Quality, Finance, and Contracts. The successful candidate must be capable of managing competing priorities, identifying risks, resolving issues, and maintaining accountability across internal teams.
Key Responsibilities
Program Management & Execution
- Manage assigned programs from contract award through production, integration, testing, delivery, and closeout.
- Develop and maintain program schedules, milestones, budgets, deliverables, and resource requirements.
- Coordinate Engineering, Manufacturing, Supply Chain, Quality, and other departments to meet contractual commitments.
- Maintain integrated schedules, action-item trackers, risk registers, and program status reports.
- Conduct regular program reviews, identify issues early, and drive corrective actions to resolution.
- Balance competing priorities and coordinate resources across multiple programs.
Financial, Schedule & Risk Management
- Track program budgets, expenditures, commitments, and estimated costs to complete.
- Work with Finance to monitor financial performance, identify variances, and develop forecasts.
- Identify technical, schedule, financial, and supply chain risks and implement mitigation plans.
- Monitor production schedules, material availability, long-lead items, and critical dependencies.
- Evaluate potential scope changes and coordinate with Contracts and leadership on cost and schedule impacts.
- Provide leadership with accurate reporting on program health, risks, and required decisions.
Manufacturing & Customer Coordination
- Work directly with Engineering, Production, Supply Chain, Quality, and Test teams to support manufacturing and delivery schedules.
- Monitor production readiness, system integration, testing, and acceptance activities.
- Ensure required documentation, inspections, certifications, and deliverables are completed on schedule.
- Serve as a primary point of contact for assigned customers and internal stakeholders.
- Coordinate customer meetings, program reviews, factory acceptance testing (FAT), and delivery activities.
- Maintain effective communication with international customers, including coordination across significant time-zone differences.
- Support contract administration, customer requests, and proposed modifications in coordination with Contracts and leadership.
Required Qualifications
- Bachelor's degree in Engineering, Business Administration, Project Management, or a related field, or equivalent professional experience.
- Minimum of 5 years of program or project management experience, preferably in manufacturing, engineering, aerospace, maritime, or technical programs.
- Demonstrated ability to manage multiple programs, schedules, budgets, and competing priorities.
- Experience coordinating cross-functional teams in a manufacturing or technical environment.
- Ability to interpret contracts, statements of work, technical requirements, and contractual deliverables.
- Strong proficiency with Microsoft Excel, PowerPoint, and scheduling tools such as Microsoft Project or similar applications.
- Strong organizational, analytical, communication, and problem-solving skills.
- Ability to work independently, take ownership of assigned programs, and drive accountability.
- Ability and willingness to accommodate irregular working hours, including early morning or evening meetings, to support customers in Taiwan and the broader Asia-Pacific region.
- Ability to work on-site and travel domestically or internationally up to 30%.
Preferred Qualificaitons
- Maritime industry experience preferred, particularly vessel manufacturing, shipbuilding, unmanned maritime systems, or naval defense programs.
- Experience supporting U.S. Department of Defense (DoD), U.S. Government, or defense industry programs.
- Familiarity with Foreign Military Sales (FMS), international defense customers, or Direct Commercial Sales (DCS).
- Knowledge of FAR, DFARS, ITAR, and export-controlled programs.
- Project Management Professional (PMP) certification.
- Experience with complex integrated systems involving mechanical, electrical, hardware, and software components.
- Familiarity with earned value management, financial forecasting, and contract cost reporting.
- Experience coordinating international programs, customer acceptance testing, and overseas deliveries.
- Mandarin Chinese proficiency is not required but would be considered a valuable asset, particularly when communicating with customers, partners, and suppliers in Taiwan.
Work Arrangement and Travel
This is currently an on-site position and is not eligible for remote work. The Program Manager is expected to maintain a regular presence at MARTAC facilities to support daily program execution, manufacturing activities, and coordination across internal departments.
Up to 30% domestic and international travel may be required to support customer meetings, supplier visits, production activities, program reviews, factory acceptance testing, and deliveries.
Due to the international nature of MARTAC's programs, particularly current activities in Taiwan, the position requires flexibility in working hours. Early morning or evening communications and meetings may be necessary to support customers and program activities across the Asia-Pacific region.
Position Expectations
The successful candidate will be a proactive, hands-on Program Manager who takes ownership of assigned programs, identifies and addresses issues early, and works effectively across departments to ensure contractual commitments are achieved.
The Program Manager will provide regular, structured reporting to the Director of PMO covering program schedules, financial performance, risks, outstanding actions, manufacturing progress, and customer commitments.
The individual will also support the continued development and standardization of program management processes across MARTAC.
The objective is to ensure predictable program execution, accountability across departments, effective cost and schedule management, and timely delivery of contractual commitments while providing leadership with the information necessary to make informed business decisions.
