Program Specialist III

Help Texans overcome barriers to essential health coverage! Peak Performers is hiring Program Specialists III to assist applicants with complex medical and social needs during ACA Marketplace Open Enrollment. The Team You Will Be Joining You will support a Texas state agency dedicated to protecting public health and expanding access to essential health services. Your team helps eligible Texans living with HIV access medication and insurance assistance, with this assignment focused on supporting enrollment during ACA Marketplace Open Enrollment.

Major Duties

• Directly assist applicants with complex medical and social issues that require support beyond the Program Specialist I level.
• Help accelerate enrollment, focusing primarily on TIAP-PLUS during ACA Marketplace Open Enrollment.
• Work under the general direction of the Manager III to support applicant assistance and enrollment efforts.
• Review new, recertification, and self-attestation applications for medication and insurance-assistance programs.
• Verify documentation related to HIV status, financial eligibility, Texas residency, insurance coverage, and other program requirements.
• Help clients identify appropriate insurance coverage during ACA Marketplace Open Enrollment.
• Prepare initial denial determinations for applicants who may not meet eligibility requirements and refer final decisions, exceptions, and appeals for secondary review.
• Participate in disaster-response or Continuity of Operations activities when required.

What are we looking for?

• Relevant experience in applicant assistance, benefits enrollment, public health, or social services.
• Knowledge of health insurance and the ACA Marketplace.
• Familiarity with public health programs, confidentiality requirements, and eligibility processes.
• Ability to navigate complex applicant needs and help resolve enrollment barriers.
• Clear communication, sound judgment, and a compassionate approach to customer service.
• Strong organization and attention to detail while supporting time-sensitive enrollment activities.
• Professional interpersonal, collaboration, training, negotiation, and de-escalation skills.
• High school diploma or equivalent.

Preferred Knowledge

• HIV/AIDS-related public health, social, and economic issues.
• Medical terminology and medications commonly used to treat HIV/AIDS and sexually transmitted infections.
• Public health laws, regulations, and payer-of-last-resort requirements.
• Experience training others or working with community-based enrollment partners.

Exciting Opportunity Details

• Rate: $41/hr
• Length of Engagement: October 19th, 2026 to February 28, 2027
• Days/Hours: Mon-Fri 8am-5pm for training period, after Nov. 1 st , Tue-Sat 9am-6pm
