Programme Lead – Telecom OSS/BSS

About the Role

We are seeking an experienced Telecom Programme Lead to take full accountability for the end-to-end delivery of a major $5M–$10M+ multi-vendor telecom OSS/BSS transformation programme for a leading operator in the Americas.

This is a client-embedded leadership role. You will lead distributed onsite and offshore delivery teams, govern a complex ecosystem of 10+ vendors, and present directly to C-suite and board-level stakeholders. You will be the primary accountable delivery lead, not a workstream lead.

Key Responsibilities

• Own end-to-end programme delivery: Lead telecom and OSS/BSS transformation programmes of $5M–$10M+ under a strict gated governance model, with clear exit criteria and formal Go / Conditional-Go / No-Go reviews.
• Manage a multi-vendor ecosystem: Directly govern 10+ external vendors, including OEMs, system integrators and platform providers, defining contractual boundaries, accountabilities and delivery expectations.
• Engage executives and the client: Report to the Transformation Office and Steering Committee. Present strategic position papers, risk escalations and executive decision requests to C-suite and board members.
• Oversee subscriber migrations: Lead complex migrations covering subscriber data, charging and billing systems, and core network elements, with zero service interruption.
• Lead distributed teams: Direct cross-functional onsite and offshore teams across multiple time zones, influencing client and vendor stakeholders without direct formal authority.
• Ensure regulatory compliance: Deliver within data residency and privacy constraints (GDPR or local equivalents).

Required Experience & Qualifications

• Proven telecom transformation experience: Track record leading $5M–$10M+ end-to-end telecom or OSS/BSS transformation programmes as the primary accountable delivery lead .
• Strong OSS/BSS domain knowledge: Hands-on exposure to billing, charging, convergent billing, CRM, order management, provisioning and related telecom platforms.
• Gated programme governance: Deep experience running stage-gate programmes and navigating data privacy and residency regulation.
• Americas operator experience: Direct engagement with Latin American or North American telecom operators (e.g., Mexico, Colombia, Chile, Brazil), with a solid understanding of operator culture, regulatory frameworks and market dynamics.
• Fully bilingual (English and Spanish): Able to lead stakeholder meetings, write technical documentation and manage executive escalations in both languages.
• Executive presence: Comfortable presenting and negotiating at C-suite and board level.
