How can local authorities bring services closer to the communities that need them, whilst breaking down the organisational barriers that often prevent genuinely joined-up working?
This is one of the challenges at the heart of a major transformation programme being undertaken by a London local authority. A key initiative involves developing a network of locality hubs, bringing together different services, teams and facilities to improve accessibility, strengthen collaboration and create a more integrated approach to supporting residents.
We are looking for an experienced Senior Project/Programme Manager to coordinate the delivery of this initiative, working across multiple locations, service areas and project teams.
The challenge is not simply delivering new facilities. It is ensuring that the different elements of service redesign, workforce change, property and technology come together to create operationally effective hubs that deliver meaningful improvements for residents.
The Role
Working closely with the Programme Director, you will provide the leadership and coordination needed to bring together multiple projects, services and stakeholders into a coherent programme of delivery.
You will operate between programme leadership and individual Project Managers, ensuring that different workstreams are aligned, dependencies are understood and the overall programme progresses effectively.
Responsibilities will include:
- Coordinating the delivery of locality hubs across multiple sites, bringing together different services within shared locations.
- Developing and managing an integrated programme plan, ensuring individual projects are delivered in the right sequence and contribute to the wider transformation objectives.
- Managing complex dependencies across property, facilities, workforce, technology and operational service redesign.
- Working with service leaders to understand operational requirements and ensure these are reflected in the development of each hub.
- Supporting the transition towards more integrated service delivery, helping to address existing organisational silos and improve collaboration between teams.
- Working alongside Service Designers, Business Analysts and Project Managers to translate future service models into practical delivery plans.
- Identifying and resolving cross-project issues, removing barriers to delivery and ensuring effective governance, reporting and escalation.
- Supporting the Programme Director in maintaining oversight of progress, risks, resources and delivery outcomes.
About You
We need candidates to demonstrate the following experience:
- Significant experience delivering complex public sector transformation programmes involving multiple projects, stakeholders and operational workstreams.
- Strong programme management skills, particularly in coordinating interdependencies and bringing together different delivery teams.
- Experience of integrated service delivery, locality-based transformation, public service reform or local government reorganisation.
- An understanding of how public services operate and the challenges involved in bringing traditionally separate services together.
- Experience working across service redesign, operational transformation, property and organisational change.
- The ability to engage confidently with senior stakeholders whilst remaining close to the practical detail of delivery.
- A pragmatic, delivery-focused approach, with the ability to identify problems, unblock issues and maintain momentum across complex programmes.
Experience of developing locality hubs, community-based service models or other forms of place-based public service transformation would be particularly relevant, although candidates with transferable experience of complex service integration programmes within public sector etc. are also encouraged to apply.
This is an opportunity to play a central role in a major public sector transformation programme, helping to create more integrated, accessible and effective services for local communities.
The successful candidate will need to be comfortable operating across both strategic programme coordination and hands-on transformation delivery.
