What they need
Job Title: Project Coordination Manager (each of CSA, Mechanical, Electrical in Construction)
About the Role:
Samsung E&C America, Inc. is a leader in high-tech engineering and construction, specializing in complex, large-scale industrial projects—including state-of-the-art semiconductor facilities—that define the future of infrastructure in Texas and beyond. Our commitment to excellence, innovation, and global standards makes us a premier destination for top-tier professionals looking to drive large-scale industrial success.
We are currently seeking a dynamic and experienced Project Coordination Manager to join our team and lead critical project phases. The Project Coordination Manager will serve as a linchpin between contract administration, cost & change management, risk & compliance management and external stakeholders. You will oversee rapid-pace project execution, ensure stringent federal and state compliance—specifically regarding CHIPS Act regulations—and maintain flawless alignment across schedules, budgets, and project scope within your respective division (CSA, Mechanical, or Electrical).
***Note: We are hiring a total of three (3) Project Coordination Managers for this position, with one dedicated specialist for each of the following divisions: CSA (Civil, Structural, and Architectural), Mechanical, and Electrical.
Key Responsibilities:
CSA–MEP Interface Management (Core Role)
- Serve as the primary Owner-side point of contact for all interface issues arising between the CSA GC and MEP GCs (Mechanical and Electrical), proactively identifying and resolving gray-area scope gaps before they become field conflicts or change orders
- Maintain and manage a live Interface Issue Register tracking all open, pending, and resolved CSA–MEP interface items by package, responsible party, and resolution deadline
- Chair regular multi-GC interface coordination meetings; distribute meeting minutes, action items, and ensure timely follow-through by all parties
Gray-Area Scope Identification & Resolution
- Monitor and manage all structural-to-MEP interface items throughout the construction sequence, including but not limited to: 1) Concrete sleeves, slab penetrations, and core drill locations for MEP rough-in. 2) Cast-in-place embeds, anchor bolts, and equipment pads for mechanical and electrical equipment. 3) Structural steel supports, pipe racks, and trapeze hangers for MEP systems. 4) Equipment curbs, roof penetrations, and skylight/louver interfaces. 5) Pit, trench, and sump coordination between structural and mechanical scope. 6) Seismic bracing and vibration isolation interface with structural elements. 7) Above-ceiling and interstitial space allocation across trades.
- Coordinate with design team and GC BIM/VDC teams to ensure structural and MEP models are aligned and clashes in gray-area zones are resolved prior to field installation
- Work with RFI and submittal workflows to ensure interface-related design clarifications are captured, responded to, and communicated to all affected GCs in a timely manner
CHIPS Act Compliance Management
- Monitor and implement CHIPS and Science Act compliance requirements applicable to the project, including domestic content requirements, labor standards (Davis-Bacon Act), and facility use restrictions
- Coordinate with the Owner's legal counsel and federal program officer to ensure all contract documents and subcontract flow-down clauses reflect applicable CHIPS Act obligations
- Track GC and subcontractor compliance documentation (certified payrolls, domestic content certifications, prohibition on foreign entities of concern) and flag non-compliance risks
- Support preparation of required reporting to the U.S. Department of Commerce (DOC) related to project milestones and compliance status (to Owner)
Construction Sequence & Schedule Coordination
- Monitor the construction schedule for interface-sensitive activities (e.g., concrete pours, structural steel erection, equipment setup, and pipe installation) and flag sequencing conflicts before they impact the critical path
- Coordinate with the Owner's Schedule Manager on interface-related Look-ahead schedule items and milestone dependencies across GCs
Change Order & Scope Dispute Prevention
- Identify and document scope boundary ambiguities in GC contracts before they develop into disputed change orders; escalate to Contract Managers for contract clarification or amendment as needed
- Maintain a Scope Boundary Matrix for all CSA–MEP interface zones, updated as design evolves; distribute to all GCs and Owner project team
- Support Contract Managers in evaluating the contractual merit and cost impact of interface-related change order requests
Stakeholder Coordination & Reporting
- Coordinate daily with GC project engineers, Owner's Coordination and Contract Managers to resolve field-level interface issues rapidly
- Prepare weekly Interface Status Reports summarizing open items, aging issues, and resolution progress for Owner project leadership
- Coordinate with stakeholders to minimize interference between structural, mechanical and electrical scope
Qualifications
- Bachelor's degree in Mechanical Engineering, Electrical Engineering, Civil/Structural Engineering, or related field; minimum 10–15 years of experience in construction management, with direct experience managing MEP–structural interface coordination on large-scale commercial or industrial projects
- Deep working knowledge of MEP systems (mechanical piping, HVAC, plumbing, electrical conduit and equipment) and structural/architectural construction sequencing — ability to read and cross-reference structural, architectural, and MEP construction drawings simultaneously
- Hands-on field experience preferred — ability to identify interface conflicts in the field and communicate resolution to GC foremen and superintendents
- Familiarity with BIM/VDC coordination workflows (Navisworks, Revit, or equivalent); experience participating in or leading clash detection and coordination meetings
- Experience on semiconductor FAB, data center, or other technically complex industrial facilities strongly preferred
- Proficiency in RFI and submittal tracking systems (Procore, Aconex, e-Builder, or equivalent)
- Strong written and verbal communication skills in English; ability to produce clear meeting minutes, interface registers, and status reports
- Proficiency in MS Office (Excel, Word, PowerPoint); familiarity with P6 scheduling to understand activity sequences preferred
Key Notes & Requirements
- Minimum 10 years of field-level MEP and structural interface coordination experience Required
- Direct experience managing scope boundary disputes between independent GCs or subcontractors Required
- Semiconductor FAB, cleanroom, or large-scale industrial facility experience Preferred
- BIM coordination experience (Navisworks or equivalent) Preferred
- Experience on projects with Owner-Controlled Insurance Program (OCIP) and multiple prime GC structures is a strong plus
