Project Data Manager (Data migration)

Beyondsoft is delivering a large-scale data platform migration for a leading Malaysian bank, moving its enterprise Cloudera/Hadoop platform to a Databricks Lakehouse on the cloud. We are looking for a Data Project Manager to own end-to-end delivery: planning and controlling a multi-workstream program that spans data engineering, BI continuity, data governance, and security, across local teams and China-based engineering teams.

This is a high-stakes banking delivery: parallel run, cutover, reconciliation, and regulatory scrutiny mean precision in planning and communication. Bilingual working (English + Mandarin) is essential — you will coordinate stakeholders at the bank, partners (SI, cloud provider, Databricks), and our China-based teams.

Responsibilities

• Own the delivery plan: milestones, critical path, resource planning, phase-wise migration (parallel run, dual platform, cutover, freeze windows), and budget control.
• Coordinate multiple workstreams: data engineering (pipeline migration, reconciliation), BI continuity (report/dashboard re-platforming), data governance/security (lineage, access control migration), and cloud infrastructure.
• Manage vendors and partners: local SIs, cloud provider, Databricks; align scope, dependencies, and acceptance criteria across all parties.
• Run quality gates: SIT/UAT, data reconciliation and validation, downstream impact assessment, BI continuity checks, and support for regulatory sign-off.
• Establish governance: stage gates, steering committee reporting, RAID log, status reporting to bank stakeholders (Head of Data, PMO, Risk & Compliance).
• Bridge cross-border delivery: coordinate Malaysia/Singapore local teams with China-based engineering teams; run bilingual meetings and produce bilingual documentation (English + Mandarin).
• Manage risk and change: Cloudera end-of-support risk, cutover risks, change management, and communication plans for business stakeholders.
• Drive delivery excellence with a hybrid Agile + waterfall approach, and institutionalize lessons learned for subsequent phases.

Requirements (Must-have)

• 8+ years in IT project/program management, with at least one large data platform migration delivered end-to-end (on-premises warehouse/lake → cloud lakehouse or Databricks).
• Deep understanding of migration mechanics: parallel run/dual platform, cutover, data reconciliation, BI continuity, downstream impact assessment.
• Banking/FSI delivery experience: governance, audit and compliance engagement, regulatory reporting context (BNM/MAS awareness preferred).
• Proven multi-vendor coordination: SI, cloud provider, and product vendors (Databricks or equivalent) on one program.
• Fluent English; conversational Mandarin (Mandarin Chinese) is a mandatory requirement — you will coordinate daily with engineering teams based in China.
• Certification in PMP, PRINCE2, or Scrum; comfortable with hybrid Agile-waterfall governance.
• Based in Kuala Lumpur or Singapore, with flexibility for on-site client work and occasional travel.

Nice to Have

• Experience on Databricks or big-data (Hadoop/Cloudera) migration programs.
• Cross-border delivery experience with China-based teams (onshore/offshore model).
• Experience with data governance or regulatory reporting programs in banking.
• Local market network: Malaysian or Singaporean bank ecosystem and vendor landscape.
