What they need

Advanced Encryption Programme (AEP) | Encryption Transformation & Strategy

Do you want to be part of a team delivering projects that actually matter across government?

Are you driven by the challenge of supporting complex, high-impact solutions, critical to national security?

Do you thrive on building relationships and navigating multifaceted stakeholder needs to ensure success?

If you answered yes to the above questions, we may have the exciting new opportunity you have been looking for! We are looking for a Project Delivery Manager for a 18 month fixed term appointment to join the Encryption Transformation & Strategy Team within the National Cyber Security Centre’s (NCSC) Information Assurance (IA) branch.

The Mission

Encryption Transformation & Strategy is responsible for driving the evolution of the New Zealand Government's cryptographic eco-system to stay ahead of emerging threats and technological shifts. You will be a key player in this mission, supporting the delivery of the Advanced Encryption Programme (AEP).

The AEP is a vital, multi-year, cross-agency programme led by GCSB to deliver Next Generation Encryption devices and upgrades to encryption generation systems. The scope of AEP is critical to our national security: it covers the technical systems required to protect information classified at CONFIDENTIAL, SECRET, and TOP SECRET levels.

High-grade encryption underpins all classified communications and capabilities for the New Zealand Government, with a large dependency on this work by wider Government initiatives across our stakeholders.

The Role

In this position, you will support all aspects of project management to ensure the successful delivery of Cryptographic Modernisation initiatives, aligned with GCSB's strategic outcomes.

You will be the bridge between end use agencies, technical teams and partners. You won't just be managing a list of tasks; you will be ensuring that the information needs of our stakeholders are met while navigating the complexities of a high-security environment.

Key Accountabilities

To achieve success, you will:
Engage with Stakeholders: Identify customers and stakeholders, carry out thorough impact analyses, and engage regularly throughout the project lifecycle to ensure information needs are met.

Drive Project Management: Manage business change through an approved methodology, initiate and maintain project documentation, conduct productive meetings, identify resources, and manage risks. You will be contributing to delivering projects on time, within budget, and within scope.

Manage Procurement: Work with the Procurement and Commercial teams to manage the provision of equipment and services and maintain supplier relationships.

Manage Information: Understand and comply with requirements to keep full and accurate records, including the strict rules for handling intelligence reporting and data.

About You

We need someone with solid project management principles, creativity, and pragmatism. Our ideal candidate will have:

Demonstrated experience in managing medium to large-scale projects.

Experience in an IT-related development environment.

Fluency with the Microsoft Office suite, especially Microsoft Project and Visio.

Excellent written and verbal communication skills with a high level of accuracy and attention to detail.

Effective relationship management and negotiating skills.

A formal qualification as a Project Manager (desirable).

The expected appointing range for this position is between $120,359 - $128,383 per annum. This is an 18 month fixed term appointment.
