What they need
ABOUT HELIOPOLIS
Heliopolis is a dynamic organization in continuous development, involved in the development of innovative projects and solutions in the field of renewable energy and sustainability, with the aim of contributing to the economic and social development of communities and the areas in which we operate.
We operate through diverse capabilities and an integrated approach, bringing together technical expertise, project development experience and a results-oriented perspective. Our objective is to create long-term value for our partners and the communities with which we work, while supporting the sustainable development of the renewable energy sector.
In Romania, we manage a growing portfolio of wind, solar and BESS projects, including wind farms already under construction. The projects we develop are intended for implementation and construction, offering the opportunity to contribute directly to the development of renewable energy generation capacity and have a tangible impact on Romania’s energy sector.
THE ROLE
The successful candidate will have the opportunity to make a tangible contribution to the development of the company’s wind projects, playing an active role in their progression from site identification and land securing through permitting to Ready-to-Build status, contributing to projects that have a real impact on the development of renewable energy in Romania.
We are looking for a Project Developer – Wind to take ownership of the end-to-end development of a portfolio of wind projects in Romania, from project identification and origination through to Ready-to-Build (RTB) status.
You will drive assigned projects, manage relationships with public authorities, landowners, grid operators, consultants and other partners, and ensure progress in line with the project plan, budget, schedule and permitting requirements.
This is a hands-on role requiring ownership, decision-making, problem-solving and the ability to identify and unblock issues affecting the critical path.
KEY RESPONSIBILITIES
Project Development & Ownership
- Drive assigned projects through all stages: site identification and assessment, project origination, land securing, wind resource measurement, environmental permitting, grid connection and building permits, through to Ready-to-Build status.
- Own the project plan, development budget and risk register; make decisions and escalate early any situations that may affect the project critical path.
- Assess acquisition opportunities and lead development and permitting due diligence processes.
- Optimize projects together with the Engineering team, including site layout, turbine configuration and grid connection solutions.
Land Securing & Local Community Relations
- Negotiate and secure land rights, including lease agreements, superficies and easements, ensuring alignment with cadastral records to avoid delays in permitting and financing.
- Represent the company in relations with landowners, municipalities, county councils and local communities.
- Manage relationships with landowners and local authorities to support project progress.
Permitting & Grid Connection
- Lead the full permitting process, including CU / PUZ, environmental permitting (Environmental Agreement, including bird and bat studies), third-party approvals such as MApN, water authority and ISU, DTAC and Building Permit.
- Coordinate the grid connection process with Transelectrica and distribution operators, including ATR applications, grid studies, connection agreements and the relevant permits for substations and lines.
- Monitor legislative and regulatory changes and translate them into concrete actions for projects under development.
Consultant & Study Management
- Select, coordinate and manage external consultants for wind resource, environmental, geotechnical, topographical, cadastral and design studies, in line with project objectives, timelines and budget.
- Critically and practically assess study results, focusing on their impact on schedule, costs and permitting risks.
- Keep management informed through concise, clear and relevant project status reporting.
- Work closely with the Engineering, Legal and Finance teams.
WHAT WE’RE LOOKING FOR
- Minimum 5 years of hands-on experience in renewable energy project development in Romania, with wind as the core experience.
- Direct, hands-on involvement across the full wind project development cycle: land, environmental permitting, approvals, grid connection and building permits.
- Proven experience dealing directly with public authorities and landowners, with the ability to deliver concrete results.
- Native or fluent Romanian and professional proficiency in English.
NICE TO HAVE
- Experience developing wind projects through to Ready-to-Build or construction stage.
- Practical experience with grid connection, including ATR processes, with Transelectrica and/or distribution operators.
- Experience with Wind + BESS, co-located or hybrid projects.
- Experience in project acquisition due diligence processes.
- University degree in engineering – energy, electrical, civil, environmental – or geodesy. A strong project development track record is an important advantage.
- Italian language skills.
HOW YOU WORK
- Focus on moving the project to the next objective and milestone, with the ability to distinguish critical issues from secondary matters.
- A practical, solution-oriented approach, with the willingness to engage directly with local authorities, landowners and other relevant stakeholders.
- Ability to take ownership, make decisions and bring solutions, not only identify problems.
- Reliability in meeting commitments and the ability to communicate concisely, clearly and transparently.
- Ability to work effectively in an international Italian-Romanian team, in a results-oriented environment.
- Strong organizational and prioritization skills, with the ability to manage multiple projects and activities in parallel.
- Ability to collaborate with internal teams, authorities, landowners, consultants and external partners.
WHAT WE OFFER
- A central role with direct responsibility for the development and progression of a portfolio of wind and BESS projects.
- The opportunity to work on strategic projects with a tangible impact on the development of renewable energy in Romania.
- Real ownership of projects, from identification and origination through to Ready-to-Build status and, subsequently, construction.
- Autonomy in managing projects and the opportunity to make decisions and propose solutions to unblock and accelerate their development.
- Direct interaction with management and exposure to strategic decision-making processes within an international group.
- A dynamic, collaborative and results-oriented working environment, with open communication and respect for work-life balance.
- The opportunity to develop technical, project development and management skills through involvement in complex and diverse wind projects.
- Direct collaboration with internal Engineering, Legal and Finance teams, as well as with authorities, consultants, landowners and external partners.
- Real opportunities for professional development and career growth in a continuously developing sector.
- Permanent employment contract.
- Competitive salary package, annual performance bonus and 13th-month salary.
- Hybrid working model, with Bucharest as the main place of work.
- 25 days of annual leave, plus 32 hours of additional paid leave and one paid day off on your birthday.
- Private medical insurance and meal vouchers.
We believe in the value of different skills, experiences and perspectives.
The recruitment process is open to all individuals, in accordance with the principles of equal opportunity and inclusion.
