What they need
Project Development Engineer — 3 positions : One year contract
Job Purpose
Lead the operation & maintenance (O&M), construction, engineering and business development activities of the Company's solar PV portfolio, EV-charging business and other power generation projects as a multi-disciplinary engineer across the full asset lifecycle. Accountable for ensuring that operating assets run safely, reliably and profitably, that projects are delivered on time, on budget and to standard, and that new opportunities are developed into commercially viable investments.
Key Responsibilities
Operation & Maintenance (O&M)
- Oversee the O&M of all operating solar PV plants and EV chargers — availability, performance ratio, energy yield and uptime.
- Manage outsourced O&M service providers: define scope, SLAs and KPIs; supervise and audit their work; review reports; and certify/approve payments.
- Develop and govern the preventive, predictive and corrective maintenance programs, and plan and manage outages, metering and settlement.
- Monitor asset performance via SCADA / monitoring platforms; analyze losses, downtime and faults; and lead root-cause analysis and corrective actions.
- Manage customer relations for PPA customers and EV-charging users — performance reporting, review of electricity bill calculations, issue resolution and satisfaction.
- Manage the spare-parts / minimum-inventory strategy and warranty claims.
Construction
- Plan, execute and control construction projects — solar PV (rooftop, ground-mount and floating), EV-charger installations and other power projects — from construction contract drafting and notice-to-proceed (NTP) through to commercial operation date (COD).
- Manage project scope, schedule, cost, quality, risk and resources, including the project budget, progress billing and cost reporting.
- Manage EPC contractors and subcontractors — tendering, contract administration, progress monitoring and variation/claims management.
- Supervise on-site construction and installation, ensuring workmanship meets design, standards, schedule and HSE requirements; resolve technical issues and RFIs.
- Lead testing, commissioning, grid connection, as-built documentation and structured handover into commercial operation.
Engineering
- Perform and review electrical, control & instrument, mechanical and civil engineering for solar PV systems (PV array, inverters, MV/LV systems, protection, SCADA), EV chargers and other power generation facilities.
- Prepare and review drawings, BOQ, technical specifications and engineering calculations; review and approve contractor designs and equipment specifications.
- Ensure compliance with ERC / EGAT / PEA / MEA grid codes and electrical standards (IEC / IEEE / EIT).
- Provide engineering support for O&M maintenance, performance improvement and modification work.
Business Development
- Identify, screen and develop new power generation opportunities — solar PV (rooftop, ground-mount and floating), Direct/Private PPA, EV charging and other power plant projects.
- Lead site selection, energy-yield assessment, technical and financial feasibility studies and investment evaluation for management approval.
- Prepare business proposals and investment papers; support PPA structuring, tariff modeling and customer negotiations.
- Manage permit andlicence applications with related authorities (ERC, EGAT / PEA / MEA and local authorities) for new projects.
- Build and maintain relationships with customers, TCC Group, partners and regulators.
Shared Responsibilities
- Prepare annual operating plans, budgets (CAPEX/OPEX) and KPIs; monitor cost control and the financial performance (P&L) of projects and operating assets.
- Ensure full compliance with HSE, regulatory (ERC) and PPA contractual obligations across all projects and sites.
- Handle procurement (PR/PO and vendor registration), contract administration, and document control for PPA, EPC, and O&M service agreements, permits, and licenses.
- Coordinate with the Legal Department, TCC Group and other internal departments on new projects and operating assets.
- Report project, operational and financial performance to the CTO and management.
- Mentor and coach the Project Development Engineer, and provide cross-coverage between the Senior Project Development Engineers to ensure business continuity.
- Perform other duties as assigned by the CTO.
Qualifications
- Bachelor's degree in Electrical Engineering / C&I Engineering; professional engineering license preferred.
- Master's degree in Business Administration (MBA) preferred.
- Minimum 5 years' experience in developing power plant projects of any type ( e.g., solar PV, gas-fired / cogeneration, biomass, wind, hydro or waste-to-energy ).
- Well-rounded knowledge of power plant engineering, construction, commissioning and O&M, grid interconnection, PPA structures and Thai energy regulation ( ERC, Energy Industry Act ); solar PV and EV-charging experience an advantage.
- Experience in feasibility studies, investment evaluation, EPC / O&M contractor management and budget control.
- Strong leadership, analytical, communication and stakeholder-management skills; fluent in Thai and English.
