Project Manager - Cloud Migration

Context

As the local technical project manager, you will be in charge of piloting the successful delivery of the activities under the responsibility of the local teams contributing to the 'Move To Cloud 2026–2028' program.
You will be the local counterpart representing the local teams in front of the central teams, e.g., EMEA SSC Cloud Horizon program, a leading financial services Cloud DevOps Center of Expertise (CoE), and Group central IT function.
You will be responsible for planning and coordinating the execution of the tasks/activities part of the local scope of the CLOUD migration including infrastructure, platforms, Group DevSecOps toolchain adoption, automation, and securitization.

A Project Manager ensures the project is completed on time and within budget, and that the project's objectives are met (according to scope).
Projects are separate from usual day-to-day business activities and require a group of people to work together to achieve a set of specific objectives.
A Project Manager oversees the project to ensure the desired result is achieved, the most efficient resources are used, and the different interests involved are satisfied.

Missions

1. Project piloting:

• In collaboration with the Cloud Horizon program team & the Cloud DevOps CoE, define the migration roadmap
• Construct and then pilot the detailed planning of the migrations to be achieved autonomously (i.e., without relying on the CoE CLOUD migration factory)
• Co-construct and then co-pilot the detailed planning of the migrations to be achieved with the support of the CoE CLOUD migration factory
• Coordinate and follow-up the activities of the local technical teams
• Budget and resource consumption follow-up
• Identify and manage the risks
• Ensure the reporting to the Management and the stakeholders

2. Governance & Security:

• Ensure the alignment and the implementation of the CLOUD best practices (FinOps, DevSecOps, SecOps)
• Ensure the supervision of all the issues related to CLOUD access for the local teams
• Ensure that the project is compliant with project governance and security policies

3. Coordination & Communication:

• Constantly interact with the Cloud Horizon Program (corporate / EMEA regional IT)
• Constantly interact with the Cloud DevOps CoE (corporate)
• Liaise with the CLOUD providers and the partners in charge of integration
• Prepare and lead the Project and the Steering Committees
• Support the local teams in the transformation

4. Project setup:

• Agree project objectives with management and stakeholders
• Ensure project effort and cost estimation
• Ensure project planning
• Ensure project sourcing: setup of project staffing and/or sub-contracting

5. Monitoring of the project:

• Ensure availability of all project deliverables, observing scope, quality (a.o. functional requirements, work orders towards internal or external suppliers), costs and deadlines as foreseen in the plans
• Ensure that all objectives and requirements are taken into account
• Monitor and manage all risks related to the project

6. Respect of rules and standards:

• Ensure application of the gating principles at the different project stages
• Ensure that all involved parties, including sub-contractors, adhere to enterprise rules and standards (including Compliance, Permanent Control and Operational Risk)

7. Documentation and reporting on the project:

• Ensure that the different project documents are created and maintained during the project’s life to reflect all changes occurred
• Publish the regular progress reports
• Contribute to the preparation of the project steering committees

8. Representation of the project:

• Participate in the project steering committees and other appropriate meetings
• Ensure communication between the business and the different stakeholders

9. Handover of the project deliverables:

• Continuously align and share information during the project with the parties who will ensure the “run” activity once the project is finished, handover at the end of the project

He/she manages functionally (on content) the team assigned to his/her project. Project managers typically lead by example.

Working Conditions

• Language requirements:
  • French: Mandatory, fluent

• Telework: Expectation 50% on site & 50% homeworking
• Required experience: 8-10 years of relevant experience in technical complex international technical projects such as corporate CLOUD migration programs

1. 8-10 years of relevant experience in technical complex international technical projects such as corporate CLOUD migration programs
2. Good knowledge of CLOUD including CLOUD strategy definition and operational implementation
3. General technical knowledge of CI/CD toolchain, JAVA, Spring, IaaS/PaaS, RHEL, Docker, Kubernetes, Oracle, SQL Server, PostgreSQL, ESB, ETL, document management systems, API management
4. Experience with Project Management methodologies such as V-Cycle, Agile, hybrid, Scrum, KANBAN
5. Knowledge of Risk Management
6. Good knowledge of IT security standards such as ISO27001 and NIST
7. Excellent communication skills (verbal and written) adapted to different audiences
8. Fluent French (mandatory)
9. Sound knowledge of English at minimum B2 level
