Project Manager

About the role

1. Overall Project Management

• Take full ownership of the overseas factory setup project from initiation to successful production launch.
• Develop project plans, timelines, milestones, budgets, and resource requirements.
• Coordinate all departments and ensure the project is completed on time, within budget, and according to quality requirements.
• Report project progress, risks, issues, and key decisions to senior management.

2. Factory Site Setup

• Coordinate factory site selection, layout planning, renovation, utilities, infrastructure, and facility preparation.
• Work with local contractors, suppliers, engineers, and government authorities.
• Ensure the factory is ready for equipment installation and production activities.

3. Production Line & Equipment Setup

• Plan production line layout and workflow according to production requirements.
• Coordinate equipment purchasing, delivery, installation, commissioning, and qualification.
• Ensure machines and production equipment are properly installed, calibrated, tested, and ready for production.
• Coordinate equipment troubleshooting with suppliers and technical teams.

4. Production & Process Transfer

• Coordinate the transfer of products, processes, production know-how, and technical requirements from the existing factory to the overseas plant.
• Develop and establish production processes, SOPs, work instructions, and quality standards.
• Lead trial production and pilot runs before mass production.
• Ensure the new factory can achieve required capacity, yield, quality, and efficiency.

5. Recruitment & Training

• Work with HR to establish the new factory organisation structure and manpower requirements.
• Support recruitment of key positions such as Production Manager, QA, Engineering, Technician, Warehouse, and Operators.
• Arrange training and knowledge transfer from the existing factory to the overseas team.
• Build a capable local management and production team.

6. Quality & Compliance

• Establish quality systems and production control procedures for the new factory.
• Ensure compliance with customer requirements, company standards, local regulations, and applicable certifications.
• Coordinate audits, inspections, qualification, and certification activities.

7. Government & Regulatory Coordination

• Coordinate with local government authorities and relevant agencies for factory registration, permits, licenses, environmental requirements, import/export requirements, and other approvals.
• Ensure all necessary approvals are obtained before production starts.

8. Production Ramp-Up

• Lead the factory from installation and trial production through to stable mass production.
• Monitor daily production output, yield, quality, efficiency, and capacity.
• Identify bottlenecks and implement corrective actions.
• Ensure the factory achieves the agreed production targets before project handover.

Strong background in SMT setup and process management, with proven ability to configure production lines, optimise workflows, ensure quality compliance, and resolve technical issues in PCB assembly. Must understand SMT processes, including solder paste printing, pick‑and‑place, re flow soldering, AOI, SPI, and functional testing.
