What they need

Position Summary

The Project Manager is the single point of accountability for total project execution at the site level — safety, quality, progress, cost discipline, and workforce management — from mobilization through to completion and handover. The Project Manager translates the project's contract, design, and programme obligations into daily, weekly, and monthly site execution, and is responsible for the overall physical progress of the project against the approved baseline programme. The role requires strong technical command of Construction methods across architectural, structural, and MEPF disciplines, combined with the discipline to manage site activities within approved scope, budget, and quality standards.

Key Working Relationships

  • Main/General Contractor or Client representative — day-to-day site coordination, progress reporting, inspections, and joint issue resolution.
  • Design consultants / Engineer of record — technical queries, submittals, and design clarification through the RFI process.
  • Company management (Head of Projects / senior leadership) — progress, risk, and resource escalation.
  • Subcontractors and suppliers — supervision, coordination, and performance management.
  • Regulatory and third-party authorities (building/fire/safety authorities having jurisdiction) — inspection and compliance coordination.

Key Responsibilities:

3.1 Overall Project Execution & Progress

3.1.1 Hold full accountability for total project execution at site, coordinating all architectural, structural, and MEPF works as a single, integrated production effort.

3.1.2 Own the site-level construction programme: Plan activity sequencing, resourcing, and work-front availability to meet the approved baseline programme.

3.1.3 Monitor actual progress against planned progress on a continuous basis; Identify variances early and implement recovery measures (resequencing, additional resources, extended hours, work-front acceleration) before delays compound.

3.1.4 Take overall responsibility for the physical completion percentage of the project and report this transparently and accurately to management.

3.1.5 Coordinate interfaces between trades, between design and Construction, and between site works and any occupied/operating areas or adjacent third-party constraints.

3.2 Planning & Resource Management

3.2.1 Develop and maintain short-interval (weekly/bi-weekly) work plans derived from the master programme; ensure manpower, materials, equipment, and permits are aligned to the plan.

3.2.2 Anticipate and resolve resourcing bottlenecks (labor, plant, materials) ahead of time rather than reactively.

3.2.3 Manage site logistics — material handling, storage, access, and temporary works — to support uninterrupted production.

3.3 Quality Assurance / Quality Control

3.3.1 Ensure all works are executed in accordance with approved drawings, specifications, method statements, and applicable codes and standards.

3.3.2 Enforce inspection and test plans (ITPs); Coordinate hold points, inspections, and sign-offs with the QA/QC team and external parties.

3.3.3 Ensure non-conformances are identified, documented, corrected, and closed out in a timely manner.

3.3.4 Verify that subcontractor and supplier submittals and installed works meet the specified technical requirements before acceptance.

3.4 Health, Safety & Environment

3.4.1 Take ownership of site safety performance; Ensure the site HSE plan is implemented, understood, and enforced by all site personnel and subcontractors.

3.4.2 Ensure permits-to-work, toolbox talks, PPE compliance, and safe work method statements are in place before work commences, particularly for high-risk activities (work at height, hot works, lifting, excavation).

3.4.3 Lead incident/near-miss reporting, investigation, and corrective action; Escalate serious incidents immediately to management.

3.5 Cost & Resource Discipline

3.5.1 Manage site resources (labor, plant, consumables) within approved budgets; Flag cost overruns or scope creep to management promptly.

3.5.2 Verify quantities and progress claims from subcontractors before endorsement for payment.

3.5.3 Support procurement by forecasting material and equipment needs ahead of programme requirements to avoid delay-driven premium costs.

3.6 Documentation & Reporting

3.6.1 Maintain accurate, contemporaneous site records — daily site diaries, progress photographs, manpower and equipment logs, weather records, and correspondence — as the factual basis for progress reporting and any future claims.

3.6.2 Prepare and submit structured daily/weekly/monthly progress reports covering physical progress, manpower, safety, quality, and key issues or risks.

3.6.3 Promptly report to management any event likely to affect scope, cost, or programme (design changes, access restrictions, undisclosed site conditions, third-party impositions), rather than resolving informally without visibility.

3.6.4 Maintain and keep current the site document register (drawings, method statements, submittals, RFIs, inspection records).

3.7 Subcontractor & Workforce Management

3.7.1 Supervise and coordinate all site-based subcontractors, ensuring their performance aligns with the overall programme, quality standards, and safety requirements.

3.7.2 Manage direct site workforce performance, discipline, and productivity.

3.7.3 Identify underperforming trades or work packages early and drive corrective/recovery action in coordination with management.

Qualifications:

  1. Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline.
  2. Professional licensure/registration as a Civil Engineer (or equivalent recognized professional engineering credential) preferred or required, depending on local regulatory practice.
  3. Formal training or certification in construction safety management (e.g., OSH certification) preferred.

Experience:

  1. Minimum 8–12 years of total construction site experience, with at least 4–5 years in a Site Manager or equivalent site-in-charge role with full responsibility for site execution.
  2. Proven track record of managing building construction projects end-to-end — from mobilization through to completion and handover — across architectural, structural, and MEPF works.
  3. Demonstrated experience managing multiple subcontractors and trade interfaces concurrently on a single site.
  4. Experience working within a subcontract or multi-tier contractual structure (main contractor–subcontractor relationship) preferred.
  5. Experience managing site works in constrained or sensitive environments (e.g., occupied buildings, restricted working hours, limited site access, urban/high-density sites) an advantage.
  6. Working knowledge of applicable national building codes, structural codes, and fire/life-safety codes relevant to the country of operation.

Core Competencies

  • Strong technical command of construction methods, sequencing, and site production planning.
  • Ability to read and act on programme variances early, with a bias toward proactive recovery planning over reactive firefighting.
  • Firm, structured people management — able to direct a multi-trade, multi-subcontractor workforce toward a common programme.
  • Disciplined documentation habits — treats record-keeping as a core daily responsibility, not an administrative afterthought.
  • Sound judgment on escalation — resolves routine site matters independently, but flags scope, cost, quality, or safety issues with wider implications to management promptly.
  • Effective, professional communication with main contractors, consultants, and regulatory authorities.

Key Performance Indicators

  • Actual physical progress versus baseline/recovery programme (% completion tracking).
  • Safety performance — lost-time incident rate, HSE compliance audit results.
  • Quality performance — non-conformance closure rate, inspection pass rate.
  • Timeliness and accuracy of site progress reporting and documentation.
  • Effectiveness of early issue identification and escalation (issues flagged proactively versus discovered after impact).
