The role includes supporting business development and tenders; establishing delivery strategies; mobilising resources; and leading projects through design coordination, procurement, construction, testing, commissioning, handover and close-out. The Project Manager will maintain strong client and stakeholder relationships, understand contract and operational requirements, and ensure that projects are delivered safely, to the required quality, on programme and within approved budgets. Particular emphasis will be placed on work in live operational environments, multidisciplinary systems integration, access and permit planning, subcontractor and supply-chain management, commercial control, change management, timely reporting and the maintenance of complete project records.
Key responsibilities
- Build trusted relationships with clients, operators and key stakeholders; understand their operational challenges, future programmes and pipeline opportunities.
- Lead or support expressions of interest, pre-qualifications, quotations and tenders, coordinating technical, programme, commercial, safety and supply-chain inputs.
- Develop the project execution strategy and mobilisation plan, confirming scope, contract requirements, governance, resources, responsibilities, controls and stakeholder interfaces.
- Act as the principal operational contact for the client and maintain clear, timely and professional communication throughout delivery.
- Establish and maintain integrated programmes, budgets, cash-flow forecasts, risk and opportunity registers, procurement schedules and reporting dashboards.
- Plan work in live operational environments, including access, permits, isolations, possessions or restricted working windows, contingency arrangements and coordination with adjacent contractors.
- Coordinate design development, technical submissions, buildability reviews, approvals, temporary works and multidisciplinary system interfaces.
- Ensure compliance with the contract, client standards, statutory requirements, company procedures and applicable health, safety, environmental and quality obligations.
- Lead project teams and coordinate engineers, supervisors, subcontractors, suppliers and specialist partners, ensuring competent resources are available when required.
- Control project financial performance through accurate forecasting, cost-to-complete reviews, progress measurement, variation and claims management, payment applications, invoicing and cash collection.
About you
- Recognised degree or higher diploma in engineering, construction management, project management or another relevant discipline. Professional membership or equivalent industry accreditation is advantageous.
- At least five years' relevant experience managing transport, utilities, E&M or communications infrastructure projects, preferably in Hong Kong and within live operational environments.
- Demonstrable experience leading projects from tender and mobilisation through design development, procurement, site delivery, testing, commissioning, handover and close-out.
- Working knowledge of multidisciplinary systems and interfaces, which may include power distribution, station or depot E&M, telecoms, fibre networks, radio systems, security systems, control systems and associated civil works.
- Strong knowledge of project planning, risk management, health and safety, quality assurance, environmental requirements and applicable Hong Kong legislation and codes of practice.
- Commercial awareness, including budgeting, forecasting, cost control, progress measurement, change and variation management, subcontract administration, payment applications and cash-flow management.
- Ability to coordinate clients, operators, designers, authorities, utility companies, subcontractors, suppliers and internal delivery teams.
- Strong written and verbal communication skills in English and Cantonese. Mandarin is advantageous.
- Competent user of Microsoft Office and project planning or document-control systems. Knowledge of digital project-management tools is desirable.
- Detail-oriented, self-motivated and able to make sound decisions, prioritise competing demands and work with appropriate autonomy.
Benefits
- Competitive salaries and benefits, including health insurance and paid time off.
- Training, mentoring and exposure to challenging projects, with opportunities to develop leadership, commercial and project-management skills.
- Open communication, teamwork and idea sharing at all levels.
- Encouragement to think creatively, challenge traditional methods and develop industry-leading solutions.
- Recognition and reward for individual and team contributions.
- A commitment to integrity, respect, safety and sustainability.
