About CPOA

Founded in 1953, the Cape Peninsula Organisation for the Aged (CPOA) is a leading non-profit organisation providing retirement and care solutions throughout the Western Cape. With more than 25 facilities offering a full continuum of care, from independent living to specialised frail care, CPOA is committed to enhancing the lives of older persons through quality accommodation, care and services.

As part of our ongoing growth and development strategy, we are seeking an experienced Project Manager – Property Development & Construction to lead and oversee capital projects, new developments, renovations and infrastructure upgrades across our portfolio.

The Role

Reporting directly to the CEO, the successful candidate will be responsible for managing projects from initial concept and feasibility through to construction, completion and final handover.

Acting as CPOA’s client representative, the Project Manager will coordinate professional teams, contractors and internal stakeholders to ensure projects are delivered on time, within budget, and in accordance with the required quality, safety and regulatory standards.

This is a senior-level opportunity for a proactive, commercially minded and hands-on professional with a strong background in property or construction project management and the ability to manage multiple projects simultaneously.

Key Responsibilities

  • Project Planning & Development: Conduct feasibility and viability studies, prepare project briefs and development proposals, and oversee planning applications, rezoning processes and land acquisition activities.
  • Project & Construction Management: Manage the full project lifecycle, appoint and coordinate architects, engineers, quantity surveyors and contractors, chair project meetings, and oversee construction through to handover.
  • Financial & Budget Management: Develop and manage project budgets, monitor expenditure and cash flow, manage tender processes, negotiate fees and contractor costs, and provide monthly financial and progress reports to the CEO.
  • Stakeholder Management: Work closely with executive management, facility managers, operations teams, professional consultants and contractors to ensure effective communication and timely project delivery.
  • Quality Assurance & Compliance: Ensure adherence to building regulations, planning requirements, the Occupational Health and Safety Act, environmental legislation and CPOA's quality standards.
  • Health & Safety: Conduct site inspections, review contractor safety files, monitor risk controls and safety practices, and ensure the safety of residents, staff, visitors and contractors throughout construction activities.
  • Reporting & Documentation: Maintain accurate project records, contracts, drawings, permits, compliance certificates, budgets and close-out reports.
  • Continuous Improvement: Identify opportunities for sustainable, accessible and cost-effective building solutions and implement improvements based on project outcomes.

Minimum Requirements

  • A tertiary qualification in Project Management, Construction Management, Quantity Surveying, Architecture or a related field.
  • At least 5–7 years' relevant experience in property development or construction project management.
  • Proven experience managing multiple construction, renovation or infrastructure projects simultaneously.
  • Sound knowledge of building regulations, municipal planning processes, tender procedures and contractor management.
  • A good understanding of occupational health and safety legislation and construction site risk management.
  • Demonstrated experience in project budgeting, forecasting, financial reporting and cost control.
  • Excellent leadership, communication, negotiation and stakeholder management skills.
  • Strong planning, organisational, analytical and problem-solving abilities.
  • Proficiency in Microsoft Office, particularly Word, Excel and Outlook, and experience with project management software such as MS Project, Monday.com or similar.
  • A valid driver's licence and willingness to travel to CPOA facilities across the Western Cape.

Experience in the retirement, healthcare, hospitality or other multi-site property environment will be advantageous.

Personal Attributes

The ideal candidate will be a confident and accountable leader who demonstrates:

  • Strong initiative, sound judgement and attention to detail.
  • The ability to prioritise competing demands and deliver against deadlines.
  • A hands-on, solutions-oriented approach to project management.
  • Strong financial and commercial awareness.
  • Professionalism, integrity and discretion when handling confidential information.
  • The ability to work independently while building effective working relationships across the organisation.
  • A commitment to CPOA's values of respect, integrity, accountability and compassion.
