What they need
Marine Handling System Project Manager
Part Time or Full Time
Oxnard CA or Newport, RI
Marine Ventures International, Inc. (MVI) is a marine engineering and technical services firm that provides marine services worldwide. MVI seeks an experienced Project Manager to lead sustainment and engineering support for government-owned Marine Handling Systems (MHS), including specialized shipboard weight handling, hydraulic, mechanical, and electrical equipment. This position will be based out of the Oxnard, CA or Newport, RI office and will support CONUS and OCONUS field activities as required.
POSITION SUMMARY:
The Marine Handling System Project Manager is responsible for the planning, execution, technical coordination, financial control, and reporting of MHS sustainment projects performed for U.S. Government customers. The Project Manager will serve as the primary day-to-day interface between MVI, Government technical personnel, field technicians, logisticians, subcontractors, vessel personnel, and vendors. The position requires strong project management skills combined with sufficient technical understanding of shipboard mechanical, hydraulic, electrical, and weight handling systems to effectively plan maintenance, resolve issues, allocate resources, and ensure successful completion of field events and contract deliverables.
- Project planning and execution:
Develop and maintain project schedules, work plans, staffing plans, task priorities, and field-event execution plans for planned sustainment, emergent repair, testing, training, and engineering support activities.
- Government and customer coordination:
Serve as the primary project-level point of contact for Government technical representatives and coordinate meetings, action items, technical decisions, field-event requirements, and follow-on activities.
- Field operations management:
Plan and support shipboard and shore-based field activities, including personnel mobilization, travel, access, tools, materials, logistics, subcontractor support, safety coordination, and daily execution. Travel to field locations may be required.
- Technical coordination:
Coordinate with engineers, technicians, logisticians, and subject matter experts to evaluate maintenance requirements, equipment discrepancies, repair approaches, drawings, procedures, and system testing requirements.
- Budget and cost control:
Monitor labor, travel, material, subcontract, and other direct costs against project budgets; review commitments and expenditures; forecast estimate-to-complete values; and identify potential cost or schedule variances.
- Subcontractor and vendor management:
Develop scopes of work, coordinate requests for quotation, support source selection and price analysis, issue technical direction through authorized channels, and monitor subcontractor performance, schedule, quality, and deliverables.
- Reporting and documentation:
Prepare and review monthly status reports, financial reports, meeting minutes, field reports, trip reports, schedules, technical correspondence, and other contract deliverables. Ensure accurate documentation of maintenance actions, equipment status, issues, and follow-on recommendations.
- Quality, safety, and compliance:
Ensure project activities are performed in accordance with contract requirements, MVI procedures, applicable Government regulations, safety requirements, quality standards, and approved technical documentation.
This effort will involve access to and potentially the creation or handling of information/material at the Controlled Unclassified Information (CUI) level and/or access to restricted areas. All personnel gaining access to CUI must have a current (within the past 5 years) favorable Tier 3 or equivalent investigation or higher investigation prior to starting work on the contract.
ACCOUNTABILITIES, RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:
Essential functions include but are not limited to:
- Manage multiple concurrent MHS sustainment, engineering, repair, testing, and logistics activities from planning through closeout.
- Lead project meetings, maintain action-item lists and schedules, and ensure timely resolution of technical, cost, schedule, and resource issues.
- Coordinate staffing and field support for CONUS and OCONUS sustainment events, including work aboard vessels and at Navy facilities.
- Manage project budgets, labor forecasts, procurement requirements, subcontractor support, and monthly financial status.
- Review technical and field documentation for completeness and coordinate with subject matter experts to ensure Government requirements are satisfied.
ESSENTIAL SKILLS, EXPERIENCE, AND EDUCATION:
The successful applicant must have skills including;
Project Management: Demonstrated experience managing complex technical projects, schedules, budgets, personnel, subcontractors, deliverables, and customer communications. Experience supporting Department of Defense or other Government contracts is strongly preferred.
Marine Handling System Knowledge: Working knowledge of shipboard weight handling equipment, winches, hydraulic power units, levelwind systems, rigging, mechanical components, electrical controls, and maintenance practices. SURTASS or comparable marine handling system experience is highly desirable.
Leadership & Communication: Ability to lead multidisciplinary teams, communicate effectively with Government customers, engineers, technicians, vessel personnel, subcontractors, and vendors, and clearly document technical and management decisions.
Financial & Contract Management: Ability to track project costs, develop forecasts, review vendor/subcontractor pricing, manage task budgets, and understand Government contract requirements and deliverables.
Technical Skills: Proficiency with Microsoft Office, including Excel, Word, PowerPoint, and Project or comparable scheduling tools. Ability to read technical drawings, maintenance procedures, hydraulic schematics, and engineering documentation is preferred.
Education & Experience: Bachelor's degree in engineering, marine technology, project management, business, or a related field is preferred. Equivalent military, maritime, technical, or project-management experience may be considered. Five or more years of progressively responsible project or program management experience in marine, industrial, shipboard, or defense environments is preferred.
