What they need

Key Responsibilities

  • Lead end‑to‑end delivery of IT projects (infrastructure, applications, or hybrid) from initiation through planning, execution, UAT, rollout, and closure, ensuring agreed scope, schedule, budget, and quality.
  • Develop and maintain project plans, including timelines, milestones, dependencies, resource plans, and communication plans; track activities and adjust as needed.
  • Define project scope and requirements by working closely with business stakeholders, users, architects, and technical teams; manage scope change through formal change control.
  • Identify, assess, and manage project risks and issues; develop mitigation and contingency plans, escalate in a timely manner, and drive resolution.
  • Coordinate internal resources and third parties/vendors to ensure effective execution, including vendor management, contract alignment, and service delivery follow‑up.
  • Monitor project budget, costs, and benefits; provide regular financial and status reports to management and stakeholders with clear KPIs and variance analysis.
  • Ensure project deliverables comply with internal policies, security and regulatory requirements, and relevant standards or frameworks adopted by the organization.
  • Facilitate project meetings, workshops, and steering committees; prepare agendas, minutes, action lists, and follow‑ups.
  • Maintain comprehensive project documentation, including charters, plans, RAID logs, test and cutover plans, and closure reports; ensure lessons learned are captured and reused.
  • Provide effective leadership and guidance to cross‑functional project teams, promoting collaboration, accountability, and continuous improvement.
  • Support adoption of organizational project management standards, tools, and best practices (e.g. PMO templates, governance, SFIA PRMG skill expectations).

Required Qualifications and Experience

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or related discipline.
  • 5–8 years of relevant IT experience with at least 3 years in hands‑on IT project management or coordination, preferably in infrastructure, applications, or enterprise‑scale projects.
  • Proven track record delivering medium‑scale IT projects with direct business impact, firm deadlines, and multiple stakeholders.
  • Experience working in enterprise environments (e.g. financial services, telecom, government, or large service providers) and managing cross‑functional technology teams.
  • Solid understanding of common project management methodologies and lifecycles (waterfall, agile or hybrid) and their application in IT initiatives.
  • Hong Kong experience or strong familiarity with local working culture and stakeholder expectations is preferred.

Skills and Competencies

  • Strong project management skills aligned with SFIA Project Management (PRMG) at Level 5: full responsibility for definition, approach, facilitation, and completion of medium‑scale projects.
  • Excellent stakeholder management and communication skills, able to work with senior management, business users, engineers, and external vendors.
  • Solid risk, issue, and change management capabilities, with structured governance and documentation.
  • Good understanding of IT infrastructure (servers, network, storage, cloud, data center) and/or enterprise applications, SDLC, testing, and deployment processes.
  • Proficiency with project management tools such as MS Project, Jira, Confluence, or equivalent, and with common office productivity tools.
  • Strong analytical and problem‑solving abilities, attention to detail, and ability to prioritize under pressure.
  • Good command of written and spoken English; Cantonese and/or Mandarin is an advantage for Hong Kong stakeholders and vendors.

Certifications (Preferred)

  • Professional project management certification such as PMP, PRINCE2 Practitioner, or equivalent.
  • Agile certifications (Scrum Master, PMI‑ACP, or similar) are an advantage, especially for agile/hybrid delivery environments.
  • Relevant ITIL or service management certification is a plus for operations‑related or infrastructure projects.
