Project Procurement Buyer

JOB SUMMARY:

Responsible for the timely and cost-effective procurement of materials, equipment, services, and supplies in accordance with company purchasing policies, ethical standards, and operational requirements. Ensures supplier performance, inventory support, cost optimization, and on-time delivery while maintaining strong coordination with internal stakeholders and vendors.

KEY RESPONSIBILITIES:

1. Process purchase requisitions and convert them into Purchase Orders (PO) in accordance with approved purchasing procedures.
2. Source qualified suppliers and obtain competitive quotations to achieve cost savings and operational efficiency.
3. Negotiate pricing, delivery schedules, payment terms, and service agreements with suppliers.
4. Monitor and expedite delivery schedules to ensure on-time delivery and uninterrupted operations.
5. Maintain accurate monitoring of open purchase orders, pending deliveries, and supplier commitments.
6. Coordinate closely with Warehouse, Engineering, Project Management, Finance, and End Users regarding procurement requirements.
7. Conduct supplier evaluation and performance monitoring based on cost, quality, delivery, and service.
8. Ensure compliance with company purchasing policies, business ethics, and accreditation requirements.
9. Analyze market trends, material availability, and pricing movements to support strategic purchasing decisions.
10. Monitor inventory levels and coordinate replenishment to avoid stock shortages and excess inventory.
11. Maintain an updated supplier database and sourcing records.
12. Perform first-level escalation on critical and high-risk procurement issues and recommend corrective actions.
13. Support project procurement requirements for local and offshore purchases.
14. Prepare procurement reports, cost-saving analysis, and purchasing performance updates.
15. Participate in supplier accreditation, vendor audits, and continuous improvement initiatives.
16. Provides clear and complete information about the delivery commitment to stakeholders.
17. Negotiate and expedite with suppliers.
18. Ensure on-time support by monitoring PO status and deliveries.
19. Perform 1st level escalation on critical and high-risk parts after performing due diligence.

21. Strategically planned supplier shipments in time for stakeholders in house date.
22. Weekly actions on order management using all open PO report both for local and Offshore order status.
23. Ensure all Purchases comply with onshore and offshore purchasing procedures.
24. Rate suppliers using a Supplier Performance Evaluation Rating based on their actual performance relative to Cost, Delivery, Quality, and Services.
25. Collaborates with support teams, DE, Technical, and Site Project engineering to expedite and implement the agreed disposition.

QUALIFICATIONS:

1. Bachelor’s Degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related course.
2. Negotiation Skills, ERP/SAP/Oracle system, Inventory Management, Vendor Management, Cost Analysis, and Strategic Sourcing.
3. Any licenses or registration are an advantage.
4. At least 5 years of relevant experience in Procurement, Purchasing, or Supply Chain Operations; Experience in construction, engineering, manufacturing, or project-based industry is an advantage.
5. Excellent organizational, communication, and interpersonal skills.
6. Good attention to detail.
7. Willing to be assigned NATIONWIDE.
8. Can start immediately/ASAP.
