Project Specialist

1. Job Description:

• Coordinate the implementation of legal procedures for investment projects in energy construction (thermal power plants, hydropower, renewable energy, etc.) at medium and large scales;
• Collaborate on preparing tender documents, invitations to bid, and technical requirements for survey, consulting, verification, design, equipment supply, construction, commissioning, and operation packages of power plants;
• Assist in evaluating bids, selecting contractors; participate in negotiating, drafting, and finalizing contracts for tender packages;
• Coordinate supervision, monitor progress, quality, and quantities of consultancy, equipment supply, construction, commissioning, and operation contracts; participate in acceptance and final settlement of contracts;
• Prepare regular and ad hoc reports on project implementation for the Project Manager;
• Carry out other tasks assigned by the Project Manager.

2. Requirements:

• Bachelor's degree or higher in Construction Economics, Civil Engineering, or related fields.
• At least 5 years of experience in a similar role, especially in energy investment and project management.
• Solid understanding of regulations on bidding, contracts, and construction cost management.
• Proficient in English communication (Japanese/Chinese is a plus).
• Proficient in AutoCAD, estimating software, MS Project, and MS Office tools.
• Strong communication, planning, teamwork, and independent working skills.

4. Working hours : Monday – Friday (8:00 – 17:30), off on weekends.

5. Working location: 4th Floor, Sun Grand City Building, No. 3 Luong Yen, Hong Ha, Hanoi or The Project site in Vinh Long, Vietnam.
