Background Global Outbreak Response Support (GORS), delivered by Global Emergency Group (GEG) under a cooperative agreement with the U.S. Department of State's Bureau of Global Health Security and Diplomacy (GHSD), provides rapid activation, surge response, and transition support to help countries detect, contain, and recover from infectious disease outbreaks. GORS combines 24/7 operational readiness, pre-vetted surge personnel, and technical expertise to translate outbreak alerts into coordinated, nationally led response action. The program supports governments and partners through rapid deployment, medical logistics, operational coordination, and transition planning to strengthen national outbreak response capabilities. Founded in 2007, GEG delivers GORS through a global network of regional response hubs, a pre-vetted surge roster, and embedded in-country teams that mobilize within hours of an authorized outbreak response.

Reporting / Communication Lines The Project Support Officer reports to the GORS Senior Operations Lead and works closely with the Program Director, Senior Technical Director, Senior MEL Lead, technical leads, surge personnel, partners, and GHSD-facing program staff. The role supports coordination across readiness, activation, response, reporting, communications, and transition activities.

Scope of Work Position Description The Project Support Officer provides administrative, coordination, reporting, and communications support across all components of the GORS program. The position plays a central role in maintaining program documentation, coordinating donor reporting processes, supporting production of decision-ready materials, ensuring document control, and facilitating effective internal and external communications.

The Project Support Officer Will

  • Coordinate preparation, review, formatting and tracking of monthly GHSD reports and other agreed program reports or updates; arrange submission after required technical, financial and program approvals.
  • Support initial development and ongoing maintenance of reporting templates, document-control arrangements and review workflows, with content owners, approval responsibilities and deadlines. Record decisions and actions with owners and follow-up dates
  • Support editorial quality, consistency and source traceability; obtain substantive validation from responsible leads. Distribute approved products through agreed channels and recipient lists; route public-facing content through designated approval processes.
  • Coordinate inputs from technical, operational, finance, logistics, MEL, and surge personnel for reports, workplans, and other deliverables as needed.
  • Assist in the production and distribution of situation reports (SITREPs), readiness reports, after-action review products, transition documentation, and lessons-learned materials.
  • Maintain action trackers, decision logs, meeting records, and follow-up matrices.
  • Support travel administration for GORS personnel, including coordinating booking requests, itineraries, visa documentation and travel records, in collaboration with Operations, HR, Finance and Security.
  • Assist in the preparation and management of program communications materials for donors, partners, and internal stakeholders.
  • Support collection, completeness checks and compilation using MEL-approved tools; refer discrepancies and substantive validation to the responsible data owner and Senior MEL Officer.
  • Monitor reporting deadlines, deliverable schedules, and program milestones and escalate risks to timely completion.
  • Provide administrative support to onboarding and surge processes under the direction of the HR and Health Surge Roster Coordinator, with access limited to information required for assigned tasks
  • Support maintenance of standardized templates, tools, and procedures that promote consistency across the program.
  • Provide general administrative and programmatic support across readiness, activation, response, transition, and closeout activities.

Required Position Qualifications

  • Bachelor's degree in Public Health, International Development, Emergency Management, Communications, Business Administration, International Relations, or a related field.
  • Minimum 5 years of professional experience in program coordination, grants management, donor reporting, project administration, communications, or related functions.
  • Demonstrated experience preparing reports, presentations, briefing materials, and program documentation.
  • Excellent written communication, editing, formatting, and organizational skills.
  • Strong attention to detail and ability to manage multiple priorities and deadlines simultaneously.
  • Proficiency with Microsoft Office Suite, SharePoint, Teams, and collaborative document-management systems.
  • Ability to work independently in a remote environment while coordinating effectively with global teams.
  • Fluent professional English and French required; additional languages are an asset.
  • DRC nationality or nationality from an African country within the region a prerequisite

Desired Position Qualifications

  • Experience supporting donor-funded programs, humanitarian operations, public health programs, or emergency response initiatives is desirable.
  • Familiarity with monitoring, evaluation, and reporting processes is an asset.

Competencies / Performance Criteria

  • Adherence to and promotion of the GEG Way.

Travel Frequency The Project Support Officer may conduct occasional planned travel to support program meetings, workshops, simulations, or response activities as required.

Working Conditions The Project Support Officer will work from their home base in the DRC if a DRC national, or will be based in the DRC if a national from a country within the region. Working hours will be scheduled within the contracted 40-hour weekly allocation, with hours aligned to DRC operations and agreed overlap across relevant time zones. Emergency support will follow agreed activation and backup arrangements. The Project Support Officer adheres to GEG security management directives and policies.
