Proposal & Design Engineer

About the role

We are seeking a motivated and technically capable Proposal & Design Engineer to support both the engineering design and commercial proposal activities of tender process. The successful candidate will be responsible for developing engineering designs, preparing technical proposals and quotations, conducting site surveys, coordinating with clients and vendors, and ensuring that proposed solutions meet technical, commercial, quality, and project requirements.

Key responsibilities

• Review customer RFQs, tender documents, specifications, drawings, scope of work, and project requirements, and translate them into suitable technical and commercial solutions.
• Prepare technical and commercial proposals, quotations, tender submissions, BOQ/MTO, cost estimates, equipment schedules, technical specifications, and supporting documents.
• Prepare proposal drawings, layouts, equipment arrangements, and scope of work to support tender and project requirements.
• Obtain and evaluate quotations from suppliers, subcontractors, and vendors, including technical and commercial comparisons, pricing, lead times, and specifications.
• Assist in project costing, including materials, equipment, manpower, installation, subcontractor, and other project-related costs.
• Conduct site surveys, field verification, measurements, and site assessments to support accurate proposals and engineering designs.
• Develop mechanical engineering designs, layouts, equipment arrangements, piping layouts, construction/permit drawings, and technical details.
• Assist with mechanical equipment selection and design based on technical specifications, operating conditions, performance requirements, and project requirements.
• Coordinate mechanical requirements with electrical, instrumentation, controls, civil, structural, and other engineering disciplines.
• Check all proposals, drawings, calculations, and engineering deliverables for accuracy, quality, completeness, and constructability.

About you

• Diploma or Bachelor's Degree in Mechanical Engineering or related Engineering discipline.
• 2–5 years of experience in mechanical design, proposal, tendering, estimation, or project engineering. Fresh graduates with strong technical knowledge may also be considered.
• Good knowledge of mechanical systems, piping, equipment, materials, and engineering specifications.
• Familiar with engineering drawings, P&IDs, equipment datasheets, BOQ/MTO, and technical documentation.
• Basic knowledge of project costing, equipment selection, and estimation.
• Knowledge of relevant engineering codes, standards, and specifications.
• Proficiency in AutoCAD, SolidWorks, CATIA, and Microsoft Office.
• Strong analytical, problem-solving, and technical evaluation skills.
• Accurate, organized, detail-oriented, and able to meet deadlines.
• Good communication and interpersonal skills with clients, suppliers, and internal teams.
