Proposal / Estimation Engineer – Water, Telecom, Instrumentation & Control

Location: Kuwait

Key Responsibilities:

• Review tender specifications, drawings, and Bills of Quantities (BOQs).
• Prepare scope and compliance matrices and identify tender requirements.
• Estimate equipment, engineering, installation, testing, commissioning, and O&M costs.
• Coordinate with discipline specialists to develop accurate cost estimates.
• Coordinate technical clarifications and supplier quotations with the Supply Chain team.
• Review and compare supplier quotations and technical offers.
• Prepare technical proposals, cost summaries, assumptions, exclusions, and tender documentation.
• Coordinate multidisciplinary tender inputs and ensure all required packages are included.
• Prepare complete tender handover records for management and project teams.

Requirements:

• Bachelor’s degree in Electrical, Instrumentation, Electronics, Mechanical, or Chemical Engineering.
• Minimum 6 years of experience in Estimation and Technical Proposals.
• Experience in water/process, telecommunications, instrumentation, or control projects is required.
• Strong experience in package estimating and detailed cost build-ups.
• Advanced Microsoft Excel skills.
• Strong technical writing and tender documentation skills.
• Ability to review tender scope, specifications, drawings, and BOQs.
• Ability to interpret process diagrams and control/network architectures.
• Experience coordinating multidisciplinary tender inputs and combining supplier packages with installation costs.
• Strong English communication and technical writing skills.

Work Location: In person
