What they need

Job Description: Proposal Manager Role snapshot

Position: Proposal Manager

Employer: EHM Technology

Location: Faisalabad, Pakistan (on site)

Reports to: Chief Executive Officer

Experience: 4 to 8 years in US construction estimating

Education: Bachelor's degree in engineering from a renowned Pakistani university

Working hours: Evening shift, Pakistan time, to overlap with US business hours

Employment type: Full time, permanent

About us:

EHM Technology is a Faisalabad-based company providing construction cost estimating and engineering services to international clients. We prepare quantity takeoffs, priced estimates and bid proposals for contractors, subcontractors and owners in the USA, Canada, the UK and Australia.

Our Faisalabad team delivers projects across multiple trades and CSI Master Format divisions, from concrete and sitework to mechanical, electrical and plumbing.

Role summary:

The Proposal Manager owns every estimate package from the moment bid documents arrive until the client has what they need to submit and win. You review scope, check the team's takeoffs, set the pricing, and act as the client's technical point of contact for all clarifications.

This is a hands-on technical role, not a sales or document-formatting role. You must be able to open a set of US drawings, find what the estimator missed, defend a unit rate, and explain both to a US contractor in clear English.

Key responsibilities:

Scope Review and Bid Planning:

  • Read the scope of work, drawings, specifications and addenda for each new project and define what is included, excluded and unclear.
  • Break the job into trades and assign takeoff work to estimators with clear deadlines against the client's bid date.
  • Identify gaps, conflicts and missing information in the bid documents before estimating starts.

Estimate review and quantity verification

  • Check takeoffs and markups prepared by the team against the drawings and correct quantities where needed.
  • Confirm that every scope item is carried once, in the right division, with the right unit of measure.
  • Maintain estimate templates, assemblies and checklists so that output is consistent across estimators.

Pricing:

  • Build and review labor, material and equipment pricing using current US cost data, supplier quotes and company historical data.
  • Set crew compositions, productivity rates and man-hours, and apply the correct wage basis (open shop, union or prevailing wage) for the project location.
  • Apply location factors, escalation, overhead, profit, bond, insurance and contingency in line with client instructions.
  • Document assumptions, qualifications and exclusions for every estimate.

Client Communication:

  • Act as the client's main technical contact by email and on calls during US business hours.
  • Prepare clarification requests and RFIs, track client responses, and make sure each response is reflected in the estimate.
  • Present the estimate to the client, explain the basis of pricing, and handle revision requests after submission.

Proposal Delivery and Quality:

  • Assemble the final submission package: estimate workbook, marked-up drawings, clarifications log, and scope letter with inclusions and exclusions.
  • Carry out a final check of quantities, rates, formulas and totals before anything goes to the client.
  • Manage several bids in parallel and deliver each one on or before its deadline.

Team leadership:

  • Guide and train estimators on US drawing conventions, codes, pricing practice and estimating software.
  • Support the CEO with fee proposals for new estimating assignments and with workload planning.

Required qualifications:

  • Bachelor's degree in Civil, Mechanical or Electrical Engineering from a renowned, PEC-accredited Pakistani university such as UET Lahore, NUST, NED, GIKI or UET Taxila.
  • 4 to 8 years of hands-on experience estimating US construction projects, including at least two years reviewing or leading the work of other estimators.
  • Strong command of US drawings and specifications, CSI Master Format, imperial units and US construction terminology.
  • Proven pricing ability: labor productivity and man-hours, material and equipment rates, wage basis by location, and markups.
  • Working knowledge of US cost data sources such as RSMeans, and experience obtaining and levelling supplier and subcontractor quotes.
  • Proficiency in takeoff software (Bluebeam Revu, PlanSwift or On-Screen Takeoff) and advanced Microsoft Excel.
  • Excellent written and spoken English, with direct experience handling US clients by email and on calls.
  • Experience writing clarifications, RFIs, assumptions, qualifications and exclusions.
  • Ability to work an evening shift aligned with US time zones and to manage several deadlines at once.

Preferred qualifications:

  • Multi-trade exposure across concrete, sitework, structural, architectural finishes and MEP.
  • Experience with trade estimating tools and references such as Trimble or QuickPen, and the NECA Manual of Labor Units.
  • Familiarity with public bid work: prevailing wage and Davis-Bacon requirements, bid forms, alternates and unit prices.
  • Exposure to estimating for Canada, the UK or Australia.
  • PEC registration, a relevant master's degree, or a professional credential such as AACE CEP, ASPE CPE or PMP.
  • Experience with a CRM such as Salesforce for tracking bids and client follow-up.

How to apply:

Send your CV to [email protected] with the subject line "Proposal Manager". Please include:

  • A short note on the US projects you have estimated, by trade and approximate contract value.
  • One or two sample estimates you prepared or reviewed, with client details removed.
  • Your current salary, expected salary and notice period.

Shortlisted candidates will complete a timed takeoff and pricing exercise on a US drawing set, followed by an interview in English that includes a mock client clarification call.

Pay: Rs100,000.00 - Rs115,000.00 per month
