The Proposal Manager leads the RFx and proposal process for KellyOCG solutions, managing complex, high-visibility, time-sensitive RFPs, RFIs, and related opportunities from start to finish. The role delivers high-quality, compliant, and compelling proposals that differentiate KellyOCG and accurately represent its MSP, RPO, and related outsourced workforce solutions.

Acting as a consultative partner across sales, solution architecture, pricing, delivery, and subject matter experts, the Proposal Manager proactively drives the end-to-end RFx process, makes timely decisions even amid ambiguity, keeps contributors and decision-makers moving, and writes and edits effectively for a range of external and internal audiences.

This function is key to KellyOCG winning, retaining, and expanding business.

Responsibilities

• Lead and project manage the full RFx and proposal lifecycle, from pre-kickoff and requirements analysis through development, reviews, approvals, and final submission.
• Direct timelines, process flow, review cycles, and SME responsibilities across multiple overlapping, fast-paced proposal opportunities.
• Ensure overall bid compliance by interpreting client/procurement requirements, managing RFx scope and instructions, and delivering complete and accurate submissions.
• Partner with sales and account leaders, solution architects, pricing managers, delivery teams, and SMEs across all levels and geographies to gather inputs, and keep contributors and decision-makers moving.
• Manage collaborative document development, including consolidating extensive tracked changes and stakeholder feedback and using sound judgment to prioritize, reconcile, or challenge inputs when timelines are compress.
• Proofread and quality-check proposal packages for clarity, accuracy, consistency, persuasiveness, brand alignment, and solution integrity.
• Support complex, highly visible, and time-sensitive global bids while maintaining responsiveness, attention to detail, and quality across simultaneous deadlines.
• Leveraging Responsive RFx response software, maintain and optimize the proposal knowledge repository, including approved responses, templates, case studies, proof points, reusable content, metadata, and naming conventions, whilst using it’s AI functionality to identify and flag outdated, missing, or underperforming content and coordinate updates with appropriate subject matter experts
• Champion continuous improvement efforts by identifying and implementing enhancements to proposal processes, content management, technology use, and team workflows.

Knowledge and Skills

Professional

• Strong project management skills with the ability to proactively lead complex proposal projects from initiation through submission.
• Adaptable and proactive, with a continuous-improvement mindset and willingness to challenge processes or approaches constructively.
• Highly organized and composed under pressure, with the ability to manage overlapping, fast paced deadlines, shifting priorities, and occasional ambiguity while maintaining sound judgment, responsiveness, and quality.
• Excellent communication, facilitation, and stakeholder-management skills, balancing influence, diplomacy, and resolve with a collaborative style that builds trust and drives timely decisions and accountability across levels, functions, and geographies.
• A positive, approachable style receptive to immediate and ongoing feedback and suited to a fast-moving, highly collaborative environment.

Technical

• Strong knowledge of MSP and/or RPO solutions, with the ability to quickly understand complex outsourced workforce solutions, client needs, and business strategy is required.
• Exceptional writing, editing, proofreading, and content-synthesis skills.
• Experience with content repository technology such as Responsive is preferred; experience with equivalent platforms is acceptable.
• Strong comfort with approved AI-enabled tools, in accordance with company AI, confidentiality, and data-handling policies.
• Ability to refine AI-generated content provided by others into clear, natural, human-centered messaging that reflects the appropriate brand voice, audience, tone, and level of nuance rather than relying on generic or formulaic output.
• Ability to manage large volumes of written content, reusable assets, and metadata.
• Advanced Microsoft Word skills, with preferred proficiency in PowerPoint, Excel, and other standard business tool.

The annual base pay for this position is listed below. Final compensation will be based on experience and may vary by geographic location.
