Job Summary

Outline Systems India Private Limited is seeking an experienced Proposal Writer with a strong background in the US Staffing industry. The ideal candidate will have extensive experience in preparing and managing responses to RFPs, RFQs, RFIs, SOWs, and staffing proposals for Federal, State, Local Government, and Commercial clients in the United States. The candidate should possess excellent writing, editing, research, and coordination skills to create compelling and compliant proposals.

Required Experience

• Minimum 6 years of hands-on experience in US Staffing Proposal Writing.
• Proven experience handling RFPs, RFQs, RFIs, SOWs, and staffing bids.
• Experience supporting Federal, State, Local Government, and Commercial staffing opportunities.
• Strong understanding of IT Staffing, Healthcare Staffing, Engineering Staffing, and Professional Services staffing models.
• Experience collaborating with recruiters, account managers, delivery teams, and subject matter experts.

Key Responsibilities

• Review, analyze, and respond to US staffing RFPs, RFQs, RFIs, and SOWs.
• Coordinate proposal activities from opportunity identification through submission.
• Develop persuasive technical, management, and staffing responses.
• Create proposal content including company qualifications, staffing approaches, resumes, past performance, and capability statements.
• Ensure compliance with solicitation requirements and client guidelines.
• Gather information from internal stakeholders to develop winning proposals.
• Maintain proposal content libraries, templates, and knowledge repositories.
• Attend bid strategy meetings and support proposal planning activities.
• Prepare clarification questions and communicate with contracting authorities when required.
• Track proposal activities and maintain records within CRM systems.
• Ensure timely submission of high-quality and compliant proposals.

Required Skills

• Excellent proposal writing, editing, proofreading, and document formatting skills.
• Strong knowledge of US staffing terminology and procurement processes.
• Advanced skills in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.
• Exceptional communication and stakeholder management skills.
• Strong attention to detail with the ability to manage multiple deadlines simultaneously.
• Experience with proposal management tools and CRM platforms.

Educational Qualifications

• Bachelor's Degree in Business Administration, English, Information Technology, Communications, or a related field.
• Proposal Management certifications will be an added advantage.
