Public Works Operations Supervisor – Construction

The City of Oshkosh is seeking an organized, strategic, and hands-on Public Works Operations Supervisor to lead daily field operations within the Field Operations Division.

This supervisory role is well suited for an experienced construction or public works professional who can balance long-range planning with the demands of daily operations. The successful candidate will lead field crews, coordinate people and equipment, manage competing priorities, and help ensure reliable maintenance of the City’s streets, utilities, and other critical infrastructure.

Essential Duties and Responsibilities·

• Supervise field crews supporting essential City infrastructure and services, including streets, water, sanitary sewer, stormwater, snow and ice control, seasonal operations, and emergency response.
• Plan and assign daily work, staff, equipment, and materials; adjust priorities based on weather, service needs, and field conditions.
• Inspect work sites and ensure projects are completed safely, efficiently, and to quality standards.
• Train, coach, schedule, and evaluate employees; assist with hiring and onboarding.· Coordinate service requests and work with residents, contractors, Engineering, and other City departments.
• Support purchasing, inventory, equipment specifications, budgeting, and special-event operations.
• Provide leadership during emergencies, peak workloads, and winter weather events.

Minimum Qualifications

• High school diploma or equivalent required. An associate degree in Civil Engineering Technology, Applied Science, Public Administration, Water Resources, or a related field is highly preferred.
• Three or more years of experience in the construction and maintenance of water distribution systems and/or general street maintenance, including lead or supervisory experience.
• Possession of a valid driver’s license is required. A Wisconsin Class A CDL with an air brake restriction is preferred.
