Purchasing Engineer (Mandarin Speaker)

Purpose:

• 在可控风险前提下，以最低的综合成本，持续、稳定地保障公司所需资源的供应。
  Ensure the continuous and stable supply of required resources for the company at the lowest total cost, under controlled and manageable risk.

Key Responsibilities:

1. 负责原材料、零部件、辅料或设备的采购工作，确保物料按质量、交期、成本要求及时到位；
   Responsible for the procurement of raw materials, components, auxiliary materials, and equipment, ensuring timely availability in accordance with quality, delivery, and cost requirements.
2. 进行采购成本分析，推动降本（VA/VE、替代料、国产化、工艺优化）；
   Conduct procurement cost analysis and drive cost reduction initiatives, including VA/VE activities, material substitution, localization, and process optimization.
3. 参与年度/季度采购预算制定及成本目标分解。
   Participate in the preparation of annual and quarterly procurement budgets and the breakdown of cost targets.
4. 负责新供应商开发、评估、准入及样品验证；
   Responsible for new supplier development, evaluation, qualification approval, and sample validation.
5. 主导或参与供应商价格谈判、合同条款确认；
   Lead or participate in supplier price negotiations and confirmation of contractual terms and conditions.
6. 对现有供应商进行绩效评估（QCDS：质量/成本/交期/服务）；
   Conduct performance evaluations of existing suppliers based on QCDS criteria (Quality, Cost, Delivery, and Service).
7. 推动问题供应商整改或淘汰。
   Drive corrective actions or phase-out decisions for underperforming suppliers.
8. 理解产品结构、物料规格及关键技术参数；
   Understand product structures, material specifications, and key technical parameters.
9. 参与新产品导入（NPI），配合研发/工程进行物料选型；
   Participate in New Product Introduction (NPI) activities and collaborate with R&D/Engineering on material selection.
10. 协同品质部门处理来料异常、质量事故及索赔事宜。
    Work closely with the Quality department to handle incoming material issues, quality incidents, and related claims.
11. 下达采购订单并跟进生产进度及交付情况；
    Issue purchase orders and follow up on production progress and delivery status.
12. 协调解决交期异常、紧急插单等问题；
    Coordinate and resolve delivery exceptions, urgent orders, and expediting requirements.
13. 确保采购数据、合同、订单资料的完整与准确。
    Ensure the completeness and accuracy of procurement data, contracts, and purchase order documentation.
14. 遵守公司采购流程、内控及合规要求；
    Comply with company procurement procedures, internal controls, and compliance requirements.
15. 配合财务、关务、物流等部门完成相关工作；
    Coordinate with Finance, Customs/Trade Compliance, and Logistics departments to complete relevant tasks.
16. 维护采购系统（ERP）中的物料、价格及供应商信息。
    Maintain material, pricing, and supplier information in the procurement system (ERP).

Qualifications:

1. 大学以上学历
   College diploma or above
2. 机械、电子、材料、工业工程、供应链管理等相关专业优先
   Majors in Mechanical Engineering, Electronics, Materials Science, Industrial Engineering, Supply Chain Management, or related fields are preferred
3. 2年以上制造业采购或工程采购相关经验
   Minimum of 2 years’ experience in manufacturing procurement or engineering procurement
4. 有原材料/结构件/电子件/包装材料采购经验者优先
   Experience in purchasing raw materials, structural parts, electronic components, or packaging materials is preferred
5. 熟悉采购流程、合同条款及成本构成
   Familiar with procurement processes, contractual terms, and cost structures
6. 具备基础图纸、BOM、技术规格理解能力
   Able to understand basic drawings, BOMs, and technical specifications
7. 具备一定的谈判能力和数据分析能力
   Possess negotiation skills and data analysis capabilities
8. 熟练使用Office、ERP系统
   Proficient in Microsoft Office and ERP systems
9. 英语可作为工作语言者优先（邮件、资料、谈判）
   English proficiency as a working language is preferred (emails, documentation, negotiations)
10. 成本意识强，原则性与灵活性并重
    Strong cost awareness, balancing principles with flexibility
11. 沟通协调能力强，能承受一定工作压力
    Excellent communication and coordination skills; able to work under pressure
12. 责任心强，具备风险意识与职业操守
