What they need
Who we are
Omega Electronics Manufacturing Services (Omega EMS) is a San Jose, CA–based provider of end-to-end electronics manufacturing solutions with over 18 years of experience in complex EMS projects, particularly in Silicon Valley. The company offers a “one stop solution” that combines engineering design support, material management, manufacturing, test, rework, and logistics services. Omega EMS emphasizes flexibility, customer service, and adherence to Current Good Manufacturing Practices (CGMP) to deliver consistent, high-quality results. By leveraging trusted supplier partners and experienced management teams, Omega EMS bridges the gap between smaller, agile providers and large, process-driven manufacturers, giving customers robust operational support without sacrificing responsiveness.
Job Description
The Purchasing Manager leads Omega EMS's purchasing team and is accountable for buyer execution, supplier commitments, and purchasing performance in a complex manufacturing environment. This role manages people, procedures, reporting tools, and the operating cadence needed to support material availability and production requirements. Purchasing retains ownership of purchase orders through completion, including shortages, expedites, delivery changes, and exceptions.
The primary focus is managing the function and resolving escalations. The manager provides direct buying support when needed rather than carrying a regular buying workload. Direct reports include buyers and any assigned purchasing support or expediting staff.
Team Leadership and Accountability
o Direct daily priorities, balance workloads, monitor execution, and hold buyers accountable for timely and accurate purchasing activity.
o Manage recruiting, onboarding, training, development, performance reviews, and staffing recommendations, with approval from the Vice President of Operations.
o Assess team capacity and the allocation of buying and shortage follow-up work; recommend staffing and process changes based on workload and performance.
o Establish daily and weekly review routines that identify overdue actions, remove obstacles, and verify completion.
*Please note that other duties and responsibilities may be added as deemed necessary.
Purchase Order Execution and Shortage Recovery
o Ensure buyers manage purchase orders through completion, including accurate pricing, quantities, supplier acknowledgments, and current delivery commitments in the ERP system.
o Own purchasing execution for shortages, overdue orders, expedites, pull-ins, pushouts, cancellations, and other PO exceptions; ensure each issue has an owner, next action, and follow-up date.
o Lead escalated supplier calls, challenge missed commitments, and secure credible recovery plans and improved delivery dates.
o Coordinate with Planning and Program Management to align material priorities with production and customer needs while retaining purchasing ownership of supplier follow-up and PO resolution.
o Drive timely action on excess material and demand changes to reduce avoidable inventory exposure, coordinating disposition and approvals with the appropriate internal owners.
Supplier Management and Purchasing Controls
o Negotiate pricing, lead times, payment terms, and other purchasing conditions within established authority and approval requirements.
o Follow customer sourcing requirements and approved vendor lists for custom items; select sources for standard items within Omega's approved supplier controls.
o Route new supplier additions and significant sourcing changes through established review and approval controls; maintain transparent, documented sourcing decisions and ethical supplier relationships.
o Partner with Quality to monitor supplier delivery and quality performance and drive supplier improvement and corrective action as appropriate.
Metrics Processes and Systems
o Own purchasing procedures, buyer compliance, and performance metrics, including PO accuracy, acknowledgment timeliness, delivery date accuracy, overdue orders, shortage recovery, and push/pull/cancel execution.
o Validate and improve purchasing reports and tools with Operations and IT; investigate data or logic issues and verify that reporting supports accurate buyer actions.
o Monitor results, identify recurring problems, and implement improvements to purchasing workflows and team execution.
o Provide concise performance updates to the Vice President of Operations; escalate significant financial, supply, or customer risks with recommended actions.
Qualifications
o Five or more years of purchasing experience in a complex manufacturing environment involving a large number of parts, suppliers, and changing requirements. EMS or contract manufacturing experience is preferred.
o Prior direct people management experience is preferred. Demonstrated ability to lead people, direct work, coach performance, and hold team members accountable is required.
o Experience developing purchasing procedures, managing supplier escalations, negotiating commercial terms, and coordinating with Planning, Program Management, Quality, and Operations.
o Strong working knowledge of ERP/MRP purchasing processes, exception management, inventory exposure, and production material requirements.
o Ability to use Excel and purchasing reports to validate information, prioritize work, monitor performance, and improve execution.
o Sound judgment, clear communication, consistent follow-through, and the ability to manage competing priorities independently. A college degree is not required.
