Purchasing / Procurement Manager

Key Roles and Responsibilities

1. Procurement Governance & Compliance

• Ensure all procurement activities comply with Group Procurement Policies and Procedures, regulatory requirements, Motors Division procurement and finance policies, and the Sime Darby Code of Business Conduct (COBC).
• Ensure proper execution of procurement workflows and vendor registration through the Kube System or other approved procurement systems.
• Maintain transparency, fairness, and integrity throughout all procurement processes.
• Support internal and external audits by maintaining accurate and complete procurement documentation.

2. Strategic Sourcing & Supplier Management

• Lead sourcing activities including RFQ, RFP, and tender processes in a structured and compliant manner.
• Develop and implement sourcing strategies to achieve cost efficiency, value creation, and supply continuity.
• Conduct and lead supplier negotiations to secure optimal pricing, commercial terms, and service levels.
• Manage supplier evaluation, selection, performance, and long-term partnerships.
• Develop cost optimization strategies and deliver measurable cost savings.

3. Purchasing Operations & Execution

• Manage all day-to-day purchasing and procurement matters.
• Obtain a minimum of three (3) quotations for comparison and negotiate for improved prices and terms.
• Ensure quotations meet required technical and commercial specifications prior to evaluation.
• Issue Purchase Orders (POs) to suppliers upon approval and confirmation.
• Review and verify supplier invoices to ensure accuracy and compliance with agreed terms.
• Coordinate and monitor delivery arrangements to meet operational requirements and lead times.
• Analyze costs and provide appropriate sourcing and purchasing recommendations.
• Maintain and manage the approved vendor and supplier database.

4. Procurement Advisory & Stakeholder Support

• Provide procurement advisory and guidance to Operating Units (OUs).
• Support procurement planning and project-related sourcing activities.
• Coordinate sourcing evaluations with internal stakeholders to ensure alignment with business needs.
• Ensure procurement activities align with Group procurement frameworks and business objectives.

5. Procurement Process Improvement

• Identify opportunities to improve procurement processes, controls, and operational efficiency.
• Support and promote the effective use of procurement systems, tools, and best practices.
• Drive continuous improvement initiatives across procurement and operating units.
• Promote good environmental, health, and safety practices within procurement activities.

6. Other Responsibilities

• Perform ad-hoc tasks and special projects as assigned by management.

Qualifications & Requirements

• Bachelor’s Degree in Business Administration, Supply Chain Management, Logistics, or a related field.
• Minimum 5–8 years of experience in purchasing/procurement, including supervisory or managerial experience.
• Experience in automotive, dealership, or service-oriented industries such as property and hotel is an advantage.
• Strong organizational, analytical, and problem-solving skills with strategic planning capability.
• Proven cost management and commercial negotiation skills.
• Strong business acumen and stakeholder management skills.
• Project management capability with the ability to manage multiple priorities.

• Excellent communication, negotiation, and interpersonal skills.
