What they need

Trueline’s client, an established general contractor with a growing portfolio of federal construction projects, is seeking a Quality Control Manager (CQC System Manager) for a $38 million barracks renovation at Fort Benning, GA. This is a highly visible USACE project, expected to run at least 12-18 months, and you’ll own the contractor quality control program from start to finish.

As CQC System Manager, you’ll be the contractor’s onsite authority on quality, responsible for overall management of CQC and empowered to act on all quality matters for the project. The role suits an experienced federal construction professional who knows the three-phase process inside and out and wants real ownership of a major renovation.

What You’ll Do as the Quality Control Manager:

  • Serve as the CQC System Manager, with overall responsibility and authority for contractor quality control on the project
  • Lead the Contractor Quality Control program in line with USACE requirements, contract specifications, approved plans, and applicable federal standards
  • Develop, maintain, and execute the project-specific Quality Control Plan
  • Manage the USACE three-phase quality control process, including preparatory, initial, and follow-up inspections for each definable feature of work
  • Review plans, specifications, submittals, RFIs, shop drawings, and approved materials before work begins
  • Coordinate testing, inspections, mockups, and required documentation with subcontractors, project leadership, government representatives, and third-party testing agencies
  • Conduct daily field inspections to verify that workmanship, materials, and installations meet project requirements
  • Address the quality challenges of renovating existing facilities, including existing conditions, demolition, phasing, and system upgrades
  • Identify quality concerns early and work with the Superintendent, Project Manager, subcontractors, and government representatives to resolve them
  • Maintain accurate daily QC reports, inspection records, testing documentation, deficiency logs, and corrective action records
  • Monitor subcontractor performance and verify that deficiencies are corrected and properly documented
  • Participate in progress meetings, coordination meetings, and government quality reviews
  • Support closeout, punch list completion, commissioning, turnover documentation, and final acceptance
  • Promote a proactive quality culture focused on compliance, accountability, and preventing rework

Must-Haves as the Quality Control Manager:

  • Qualification under one of the contract’s CQC System Manager paths: a degree in engineering, architecture, or construction management with at least 5 years of construction experience on projects similar to this contract, or at least 10 years of related construction quality management experience
  • Successful QC leadership experience on USACE, NAVFAC, Department of Defense, or comparable federal construction projects
  • Experience on vertical construction or major renovation projects of similar scale and complexity
  • Current Construction Quality Management for Contractors (CQM-C) certification, or the ability to meet the project’s certification requirements immediately
  • Experience independently managing the three-phase quality control process
  • Strong understanding of federal construction documentation, inspections, testing, submittals, and quality control procedures
  • Ability to interpret construction drawings, specifications, contract requirements, and technical submittals
  • Strong field presence with the confidence to enforce quality requirements and address nonconforming work
  • Excellent written documentation, communication, organization, and problem-solving skills
  • Ability to work full time at the project site at Fort Benning, GA
  • Ability to satisfy federal installation access requirements

Nice-to-Haves as the Quality Control Manager:

  • Barracks, dormitory, or military housing renovation experience
  • Renovation experience involving existing conditions, selective demolition, abatement, and phased work
  • Previous experience on an active Army or other secure military installation
  • USACE RMS or comparable federal construction management system experience
  • Experience supporting commissioning and government turnover
  • Familiarity with EM 385-1-1 and federal jobsite safety requirements
  • Current OSHA 30-hour Construction certification
  • Experience working closely with government quality assurance personnel
  • Local ties to the Columbus, GA or Phenix City, AL area
  • Availability to begin quickly

Our Client Offers:

  • Compensation of $100,000-$120,000 annually, with flexibility for the right candidate
  • Project-based assignment expected to last at least 12-18 months
  • 15 days of paid time off per year
  • 401(k) matching eligibility after six months
  • Potential relocation assistance for an exceptional candidate
  • The opportunity to lead quality control on a significant $38 million federal renovation project
  • Potential for continued opportunities as the company pursues additional federal project work
  • A high-visibility role with real ownership of project quality and successful delivery
