What they need
The Quality Control Supervisor owns the plant quality program for dry cast and wet cast precast drainage structures and is the plant’s QC contact with TxDOT, ACPA/NPCA auditors and customers. The position keeps the plant on the TxDOT MPL by making sure every unit marked for TxDOT meets DMS-7305, the governing TxDOT Items (462, 464, 465), the approved shop drawings and the plant QC manual.
Responsibilities
Quality program and TxDOT compliance
Maintain the plant-specific QC manual and written procedures required by DMS-7305 and the ACPA QCast or NPCA program; update them when specifications, mixes or equipment change.
Prepare for and lead ACPA/NPCA plant certification audits and TxDOT Department-directed audits; close every finding with documented corrective action.
Keep DMS-7305 submittals current: QC personnel list with certifications, mix designs, material sources and Buy America documentation.
Verify incoming materials: cement and SCM mill certificates, aggregate sources and gradations, admixtures, reinforcing steel and wire mill certificates, gaskets and curing compounds (DMS-4650).
Approve concrete mix designs and any change in materials or proportions before production.
Review shop drawings and TxDOT standard sheets (box culvert, pipe, manhole/inlet) and convert them into inspection criteria for the production floor.
Hold, accept or reject product; document nonconformances, approve repairs per the DMS-7305 repair annex and the TxDOT Concrete Repair Manual, and track root causes.
Control the TxDOT "TX" designation and plant marking so only accepted product is marked and shipped.
Maintain all QC records (batch tickets, test results, inspections, calibrations) organized and available for TxDOT review.
Schedule and verify calibration of scales, meters, moisture probes, compression machines and gauges.
Train, schedule and evaluate QC Technicians; track certification expiration dates and renew before they lapse.
Report quality metrics (rejects, repairs, strength results, audit scores) to management and lead continuous improvement.
Dry cast products (machine-made pipe and box culverts)
- Set and monitor process controls for zero-slump concrete: mixer moisture control, aggregate moisture, batch consistency and cycle times.
- Verify cage design and placement (steel area, cover, number of cages, ellipticals and stirrups) before casting.
- Oversee absorption tests, core tests and three-edge bearing tests (ASTM C497, C76, C1433 as applicable) at the required frequencies.
- Verify joint geometry, gasket fit, dimensions, wall thickness and laying length.
- Control steam or kiln curing cycles and release strength.
Wet cast products (formed box culverts, manholes, inlets, junction boxes)
- Approve forms, form setup, blockouts, embeds and lifting inserts before each pour.
- Verify reinforcing size, spacing, laps, clear cover and ties against shop drawings.
- Oversee fresh concrete testing (slump or slump flow for SCC, air content, temperature, unit weight) and cylinder fabrication.
- Confirm placement, consolidation and finishing; control curing and stripping/release strengths.
- Inspect stripped units for honeycomb, cracks, spalls and dimensions; approve repairs.
Qualifications
- Bachelor’s degree in civil engineering, construction management or related field preferred; equivalent precast QC experience accepted.
- 3–5 years of precast or ready-mix quality control experience, including at least 1 year in a lead or supervisory role.
- Working knowledge of TxDOT DMS-7305, Items 462/464/465 and ASTM C76, C478, C1433, C497, C31, C39, C143, C231, C1064, C1611.
- Able to read structural shop drawings and TxDOT standard sheets.
- Strong recordkeeping, Excel and QC software skills; bilingual English/Spanish preferred.
Required Certifications
- PCI Level I Quality Control Technician, NPCA Production & Quality School Level I, or ACPA Quality School (per the plant’s certifying program).
- ACI Concrete Field Testing Technician – Grade I.
- ACI Concrete Strength Testing Technician.
- Preferred: PCI Level II QC Technician, ACI Aggregate Testing Technician – Level 1, ACI Concrete Construction Special Inspector.
